ارائه الگوی مارپیچ چهارگانه دولت، دانشگاه، صنعت و جامعه برای توسعه اقتصاد دانش‌بنیان در ورزش کشور

ورزش به دلیل نقش بی بدیلی که در پرورش انسان، سلامت عمومی، نشاط اجتماعی، رشد تجاری و پویایی رسانه ای ایفا می کند به کانون توجه، تمرکز و رقابت بین کشورها مبدل شده است. هدف این پژوهش ارائه الگوی مارپیچ چهارگانه دولت، دانشگاه، صنعت و جامعه برای توسعه اقتصاد دانش بنیان ورزش کشور است. در این تحقیق کیفی از رویکرد تحلیل ساختاری-کارکردی استفاده شده است. جامعه آماری پژوهش،شامل 23 تن از صاحب نظران اقتصاد دانش بنیان در حوزه ورزش مرکب از اساتید، مدیران و کارآفرینان، و 9 تن از خبرگان است که به روش هدفمند (قضاوتی) انتخاب گردیدند. ابزار گردآوری داده ها، علاوه بر مطالعات نظری، مصاحبه و دلفی بود. روایی پژوهش بر اساس اعتبار علمی و حقوقی نمونه، روایی محتوایی ابزار و توافق بین مصححان ارزیابی و تایید گردید. از روش تحلیل مفهومی سیستماتیک و آمار توصیفی برای تحلیل یافته ها استفاده شد. براساس نتایج، برای بخش های چهارگانه دولت، دانشگاه، صنعت و جامعه در مارپیچ اقتصاد دانش بنیان ورزش ابتدا نهادها، نقش ها و ساختارهای دانش محور تعریف گردید. سپس فرایندهای چندسطی شامل گردش ارزش ها، فرایند دانشی و چرخه تجاری بین سیستم های چهارگانه تعیین شدند. توصیف و مقایسه کمی و کیفی برای منظرهای هر چهار بخش مارپیچ نشان داد که وضعیت موجود نسبت به حالت قابلیت بالقوه شکاف قابل‌توجهی دارد. براساس یافته های پژوهش می توان گفت که اقتصاد دانش بنیان در ورزش بدون تحقق الگوی مارپیچ چهارگانه بین دولت، دانشگاه، صنعت و جامعه میسر نیست. در الگوی مارپیچ اگر سیستم های چهارگانه دارای نهادها، نقش ها و ساختارهای دانش محور فعال باشند و در فرایندهای دانش بنیان مشارکت نمایند یک اکوسیستم مناسب برای اقتصاد دانش‌بنیان در ورزش شکل می گیرد که پیامدهای قابل‌توجهی نیز برای اقتصاد و ورزش کشور خواهد داشت.

designing a quadruple helix model of government, university, industry and society for development of a knowledge-based economy in the iran’s sport

sport has become the focus of competition between countries because of its unique role in fostering generation, public health, social vitality, business growth and media dynamism. therefore, it is vital to study this system from the perspective of its interaction with  the government, academia, industry and society in general and the development of sports knowledge-based economy in particular. this research is aimed at designing a quadruple helix model of government, university, industry and society for development of a knowledge-based economy in iran’s sport industry. in this qualitative research a structural-functional analysis approach has been used. the statistical population of the study comprises of 23 knowledge-based economy experts in iran’s sports industry including university professors, managers and entrepreneurs and nine experts who participated in a delphi panel. they were selected on a judgmental based.method. narrative of research evaluated and approved in three sections; sample scientific and legal validity, content validity tool and agreement between the proofreaders. we used a systematic conceptual analysis and descriptive statistics to analyze the data. based on the research findings, it can be said that the economics of sports could not be achieved without taking into account of the quadruple spiral pattern among government, university, industry and society. in the helix pattern,in order to have a knowledge-based economy in sports, the four systems must have active institutions, maps, and knowledge-based structures and participate in the processes as defined in this paper. in other words, an ecosystem suitable for a knowledge-based ’ economy in sports will not realized unless a quadruple helix model designed and considered.
