راهبردهایی جهت بهبود سرمایه اجتماعی در ایران: رویکردی آینده‌پژوهانه با کاربست روش تحلیل لایه‌ای علت‌ ها

با افزایش پیچیدگی و عدم قطعیت در روندهای گوناگون جوامع انسانی، پیش‌بینی آینده از طریق تعمیم روندهای گذشته فرآیندی غیرمنطقی و تقریباً غیرممکن به نظر می‌رسد. ازاین‌رو آینده‌پژوها به‌جای شناخت یک حالت از آینده به مطالعه آینده‌های بدیل روی می‌آورند و با ارائه راهبردهایی آینده محور در جهت ساخت آینده اقدام می‌کنند. هدف پژوهش حاضر تبیین و دسته‌بندی راهبردهای ارتقای سرمایه اجتماعی در چهار لایه لیتانی، اجتماعی، گفتمان و استعاره مبتنی بر روش تحلیل لایه‌ای علت‌ها است. با یک نوآوری در این روش، می‌توان با شناسایی عوامل ریشه‌ای یک پدیده در چهار لایه، از حال به آینده حرکت کرد و پس از شناسایی و تبیین عوامل موثر بر آینده یک پدیده، به تدوین راهبردهایی برای اقدام در زمان حال پرداخت و از آینده به حال حرکت کرد. لذا، پس از مرور ادبیات پژوهشی و با تشکیل پنل خبرگان در چهار مرحله با حضور 14 نفر به‌صورت آنلاین، علل اصلی کاهش سرمایه اجتماعی در چهار لایه شناسایی‌شده و سپس، 8 راهبرد در سطح نمادها و استعاره‌ها، 13 راهبرد در سطح باورها و گفتمان‌ها، 27 راهبرد در سطح ساختارها و 31 راهبرد در سطح لیتانی ارائه شدند تا بتوان با کاربست این راهبردها در راستای افزایش سرمایه اجتماعی سیاست­های لازم را تدوین و عملی نمود.

with increasing complexity and uncertainty in the various processes of human societies, predicting the future by generalizing past trends, seems to be unwise and almost impractical. therefore, instead of relying on one status of the future, futurists tend to study alternative futures and present future-oriented strategies to predict the future. the purpose of this study is to explain and categorize strategies for uplifting social capital in four layers: litany, social, discourse and metaphor based on casual layer analysis method. the innovation in this method, is to move from the present to the future by identifying the root factors of a phenomenon in four layers. through identifying the factors affecting a phenomenon future, we can formulate strategies for acting in present and move from future to present. in this study, in order to identify the main causes  of social capital decline, we formed an online expert’s panels in four stages, comprising of fourteen persons. findings indicated  that,  8 strategies at the level of symbols and metaphors, 13 strategies at the level of beliefs and discourses, 27 strategies at the level of structures and 31 strategies at the litany level has to be applied for formulating and implementing the necessary policies to increase social capital.
