کاربست هوش مصنوعی در بخش دولتی: مطالعه ای فرا ترکیب

ظهور هوش مصنوعی در سال‌های اخیر تغییرات بسیاری را در عرصه جهانی به دنبال داشته است. با وجود پیشرفت های فناوری ، دولت ها هنوز هم خدمات را به روش های  سنتی ارائه می‌دهند. برای بهره‌گیری از مزایای هوش مصنوعی در بخش دولتی  مدیران سازمان‌های عمومی لازم است به طور چشمگیری استفاده از  سیستم‌های مبتنی بر هوش مصنوعی را افزایش دهند. هدف این مقاله،تعیین  پژوهشی برکاربست تحقیقات مربوط به هوش مصنوعی در بخش عمومی است. در این  مقالۀ با استفاده از روش فراترکیب و با بهره گیری از پروتکل prisma چارچوبی برای مطالعات در باب کاربست هوش مصنوعی در  بخش دولتی ارائه می دهیم . به این منظور، 400 مقاله برگرفته از از پایگاه های اطلاعاتی گیل ، ساینس دایرکت، پروکوئست و وب آو ساینس، در بازۀ زمانی سال‌های 2015 تا 2020  مورد بررسی قرار گرفت. پس از انجام دو مرحله غربالگری، 29 پژوهش به عنوان مقاله با کیفیت بالا و متوسط جهت تحلیل عمیق‌تر شناسایی شدند و در نهایت چارچوبی مطالعاتی در باب کاربست هوش مصنوعی در بخش دولتی ارائه شد. نتایج حاصل از پژوهش حاکی ازآن بود که می‌توان از هوش مصنوعی تقریبا در تمامی بخش‌های دولتی بهره گرفت و دولت ها می‌توانند با سیاست‌گذاری مناسب و در نظر گرفتن جنبه‌های اخلاقی ، از هوش مصنوعی برای  ارائه خدمات بهتر در بخش عمومی بهره گیرند. با این حال، توصیه می‌شود مطالعات گسترده‌تری در این باب صورت پذیرد.

the application of artificial intelligence in the public sector : a meta-synthesis study

the advent of artificial intelligence in recent years has led to many changes in the global arena. despite technological advances, governments still provide services in traditional ways. to take advantage of artificial intelligence in the public sector, administrators need dramatically to increase the use of ai-based systems. this paper aimed at reviewing the research related to artificial intelligence in the public sector. we use meta analysis for studies on the application of artificial intelligence in the public sector utilizing the prisma protocol. in this study, 400 articles from gail, science direct, proquest and web of science databases were reviewed for the period from 2015 to 2020. after two stages of screening, 29 studies were identified as high and medium quality articles for deeper analysis. we presented a framework on usability of artificial intelligence in the public sector. the results of the study showed that artificial intelligence can be applied in almost all public sectors activities  and governments can use artificial intelligence to provide better services in the public sector by appropriate policy-making and ethical considerations. however, more extensive studies are recommended.
