ارائه چارچوبی برای توسعه زیرساخت‌های هوش‌مصنوعی در ایران با تمرکز بر اپراتورهای ارائه‌دهنده خدمت و تجمیع‌گر خدمات هوش مصنوعی

هوش مصنوعی یکی از فناوری‌های کلیدی حال حاضر است که نقشی کلیدی در پیشرفت کشورها ایفا می‌کند. توسعه این فناوری مستلزم وجود زیرساخت‌های مناسب است که می‌تواند به کاربرد موثر آن در بخش‌های مختلف کمک کند. باوجود پیشرفت‌های کشورهای توسعه‌یافته، کشورهای درحال‌توسعه با چالش‌های متعددی نظیر محدودیت دسترسی به اینترنت، کمبود متخصصان و بوروکراسی مواجه هستند؛ لذا این پژوهش باهدف ارائه چارچوبی برای سطوح مختلف زیرساخت‌های توسعه هوش مصنوعی در ایران، طی دو مرحله طراحی شده است: در مرحله اول، با بررسی مطالعات و تجارب بین‌المللی، چارچوب اولیه زیرساخت‌ها تدوین شد. در مرحله دوم، با انجام مصاحبه‌های نیمه ساختاریافته با خبرگان داخلی و تحلیل محتوای آن‌ها، چارچوب نهایی زیرساخت‌ها متناسب با شرایط ایران پیشنهاد گردید. این چارچوب شامل شش سطح اصلی زیرساختی شبکه و تبادل داده با سرعت بالا؛ زیرساخت‌های محاسباتی؛ زیرساخت‌های ذخیره داده؛ مدل‌ها و الگوریتم‌های پایه؛ نرم‌افزار و چارچوب‌ها؛ و برنامه‌های کاربردی که در دو سطح اپراتوری ارائه دهنده خدمات و تجمیع‌گر خدمات هوش مصنوعی است. با توجه به شرایط کشورهای درحال توسعه و خصوصاً ایران، توسعه زیرساخت‌های هوش مصنوعی بدون مشارکت دولت در قالب اپراتورهای ارائه خدمت و تجمیع گر هوش مصنوعی محتمل به نظر نمی‌رسد. یافته‌‌های این مقاله دلالت‌های سیاستی و مدیریتی برای سیاست گذاران و مدیران حوزه فناوری اطلاعات و ارتباطات و به ویژه هوش مصنوعی دارد.

providing a framework for ai infrastructure in iran, with a focus on service providers and service aggregators of ai

artificial intelligence (ai) is one of the key technologies of the current era which plays a significant role in the advancement of countries. the development of this technology calls for appropriate infrastructure, which contributes to its effective application across various sectors. despite the advancements in developed countries, developing nations face multiple challenges such as limited access to the internet, shortage of experts, and bureaucratic hurdles. to fill this gap, this paper aims to provide a framework for the different levels of ai development infrastructure in iran, designed in two phases. in the first phase, a preliminary framework for infrastructure was developed by reviewing international studies and experiences. in the second phase, semi-structured interviews with domestic experts were conducted, and their content was analyzed to propose a final infrastructure framework tailored to the conditions of iran. this framework comprises six main infrastructural levels including high-speed data networks and exchange, computational infrastructure, data storage infrastructure, core models and algorithms, software and frameworks, and applications, at two levels of ai service provider and aggregator operators. considering the peculiarities of developing countries, particularly iran, proper development of ai infrastructure seems unlikely unless government intervenes in favor of the establishment of ai service providers and service aggregators operators. our findings provide insights and implications at the policy and management level for both policymakers and managers of the ict sector, and particularly artificial intelligence.
