توصیه‌های سیاستی برای تحقق آموزش عالی هوشمند در ایران مبتنی بر ارزیابی روندهای جهانی

هوش مصنوعی یکی از فناوری‌های نوظهور و تاثیرگذار در حوز‌ه آموزش عالی است. این مطالعه به بررسی جامع کاربردها، فرصت‌ها و چالش‌های هوش مصنوعی در دانشگاه‌‌ها با رویکرد مرور منابع و متون پژوهشی و بررسی تجارب دانشگا‌‌ههای پیشگام در جهان می پردازد و حاکی از آن است که هوش مصنوعی به‌‌تدریج در حوزه‌های آموزشی، پژوهشی و مدیریتی دانشگاه‌ها نفوذ کرده و نقش خود را به عنوان توانمندساز فرایندهای اصلی دانشگاه بازمی‌‌یابد اما هنوز بسیاری از موسسات آموزش عالی در مراحل ابتدایی این فرایند هستند. علاوه براین یافته‌های پژوهش نشان می‌دهد هوش مصنوعی فرصت‌های ارزشمندی از جمله شخصی‌سازی یادگیری، استفاده از سامانه‌های آموزشیاری هوشمند، ارزشیابی پیشرفته و بهینه‌سازی فرایندهای آموزشی و پژوهشی را برای مراکز آموزش عالی فراهم می‌آورد؛ در عین حال چالش‌هایی مانند نگرانی‌های اخلاقی، امنیتی، حریم خصوصی، نابرابری دسترسی و آمادگی ناکافی منابع انسانی و زیرساختی را نیز درپی دارد. بر این اساس، در پایان مقاله توصیه‌‌هایی سیاستی برای بهره‌‌برداری از این رویکرد فناورانه در دانشگاه‌‌های ایران بیان شده و در آن بر  نگاه جامع و فراگیر برای استفاد‌ه موثر از هوش مصنوعی در آموزش عالی تاکید شده‌‌است. پیش نیاز این موضوع نیز ارتقای سواد دیجیتالی، توسعه زیرساخت‌های شبکه‌‌ای و پردازشی، گسترش مطالعات میدانی و تدوین چارچوب‌های حکمرانی داده بیان شده است. این راهکارها به عنوان نقشه راهی برای سیاستگذاران و برنامه‌‌ریزان آموزش عالی کشور، می تواند به بهبود کیفیت، کارایی و انعطاف پذیری نظام آموزشی کمک کند. هدف این توصیه‌‌ها توسعه متوازن و پایدار آموزش عالی با تاکید بر بهره‌‌ وری و هم‌‌راستایی با تحولات فناورانه است تا از ظرفیت‌‌های هوش مصنوعی برای  بهبود فرایندهای آموزشی و پژوهشی و نیز تربیت منابع انسانی مورد نیاز جامعه نوین بهره برداری شود.

policy recommendations for the realization of intelligent higher education in iran based on global trends

given the rapid acceleration of developments in emerging technologies, particularly artificial intelligence, and its extensive and profound impact on various aspects of social life, including higher education, the need for efficient, comprehensive, and coordinated policies is felt more than ever. this article examines the development trajectory of artificial intelligence technology and analyzes the opportunities and challenges of its use in the field of higher education. considering the unparalleled opportunities that this technology offers to the educational system, as well as the inherent risks it carries, the necessity for smart and forward-thinking policy-making to improve and enhance iran’s higher education system has been emphasized. in this article, key strategies for formulating and implementing appropriate policies to optimize the use of ai technologies in iran’s higher education are presented. these strategies can serve as a roadmap for educational officials and policymakers in the country, helping to improve the quality, efficiency, and flexibility of the higher education system. the goal of these proposals is to achieve balanced and sustainable development of higher education with a focus on productivity and quality, utilizing the capacities of ai to enhance educational processes and train skilled and specialized human resources. the implementation of these policies can play a key role in facilitating the digital transformation of higher education and strengthening iran’s position on the international stage.
