پدیده های زیست محیطی در پوسترهای هنرمندان ایران و انگلیس با هدف احقاق حقوق بشر

امروزه آلودگی هوا به یکی از مهم‌ترین دغدغه‌های بشریت تبدیل شده است. صنعتی‌شدن و به‌دنبال آن تولید گازهای گل‌خانه‌ای آلودگی هوا را در پی داشته که در این میان دولت‌ها به‌عنوان اصلی‌ترین کنش‌گر این مخاطره محسوب می‌شوند. این آلودگی به‌نوبۀ خود باعث بروز زیان به سلامتی اشخاص و محیط‌زیست شده است؛ از این‌رو، تحلیل مسئولیت مدنی ناشی از آلوده‌سازی هوا در حقوق داخلی و بین‌الملل موضوع حائز اهمیتی است. در حقوق ایران قواعد عام حاکم بر مسئولیت مدنی ناظر به اشخاص حقیقی و حقوقی حقوق خصوصی است و اصولاً اشخاص حقوقی حقوق عمومی که وظیفه اعمال حاکمیتی دارند از این قواعد خروج حکمی دارند. اما در حقوق انگلیس، دولت در کلیه زیان‌های وارده حتی ناشی از اعمال حاکمیت خود در قبال عموم پاسخگو است؛ این موضوع قبل از خروج بریتانیا از اتحادیه اروپا و در قالب قوانین مصوب شورای اروپا در عرصه داخلی ضمانت اجرای فراملّی داشت که با خروج این کشور از اتحادیه اروپاَ صرفا متکی به قوانین داخلی گردید. مسئله اصلی در این پژوهش بررسی امکان جبران خسارات ناشی از آلوده‌سازی هوا توسط دولت‌ها و مبنای نظری آن به‌واسطۀ اَعمال حاکمیتی آن هاست. این موضوع به‌عنوان امری بدیهی در نظام حقوقی انگلیس در مورد اعمال تصدی‌گرایانه و حاکمیتی پذیرفته شده است، اما حقوق ایران میان جبران خسارات ناشی از اعمال تصدی‌گرایانه و حاکمیتی تمایز قائل شده و  صرفاً در مورد نخست حکم به جبران مورد پذیرش قرارمی‌گیرد.اهداف پژوهش:بررسی پدیده‌های زیست‌محیطی در حقوق ایران و انگلیس و رویکرد حکومت‌ها نسبت به آن.بررسی پدیده‌های زیست‌محیطی در پوسترهای هنرمندان ایران و انگلیس.سوالات پژوهش:رویکرد حکومت‌ها نسبت به آن آلودگی هوا در ایران و انگلیس چگونه است؟پدیده‌های زیست‌محیطی در پوسترهای هنرمندان ایران و انگلیس چگونه منعکس شده است؟

purpose and background: tourism industry is one of the most important and profitable industries in the world, because it is not only a way to have fun, but also using strategic planning and sustainable development principles can develop the economies of countries. relying on the art of taziyeh.enlightenment: this research is practical in terms of purpose and qualitative in terms of how to collect information. شد. the research method was phenomenological and the collage method was used to analyze the information. it is worth mentioning that the validity of the results was evaluated and confirmed from external, descriptive and interpretive aspects.findings: participants’ experience regarding religious tourism based on the art of taziyeh was classified into eleven categories: organizational, economic, propaganda, content, technical, research, environmental, strategic, development, cultural, and legalism.conclusion: in order to revive the art of taziyeh and the prosperity of religious tourism, according to the experiences of the participants, taziyeh should be more productive in terms of content, technical and physical and should be linked to the tourism economy. also, in terms of culture, organization, propaganda, legalism, development, environment and research, religious tourism needs more changes and efforts to become more colorful and fruitful in addition to the prosperity of religious tourism along with taziyeh.
