تحلیلی بر نقش و جایگاه مدیریت یکپارچه شهری در ساماندهی بافت های فرسوده (مورد پژوهی: لات محله شهر رامسر)

گذشت زمان معماری شهرها را دستخوش تغییراتی می‌کند. یکی از مهم‌ترین این تغییرات، فرسودگی بخش‌‌هایی از شهر است که به دنبال ایجاد و تشدید فرسودگی، میزان کارآیی این بافت‌ها نیز کاهش می‌یابد. در این راستا، ساماندهی این بافت‌ها با بهره‌گیری از سیاست‌های مختلف مداخله در بافت فرسوده با لحاظ کردن یکپارچگی مدیران امر در سطح شهر می‌تواند تاثیر مثبت و سازنده‌ای داشته یاشد. پژوهش حاضر به بررسی نقش و جایگاه مدیریت یکپارچه شهری در ساماندهی بافت‌های  فرسوده و به صورت موردی، به لات شهر رامسر پرداخته است. با توجه به موضوع، اهداف و فرضیات تحقیق، پژوهش حاضر از نوع توسعه ای و به لحاظ ماهیت و روش، توصیفی و تحلیلی است. روش گرد‌آوری داده ها اسنادی و میدانی و ابزار گردآوری داده ها در بخش اسنادی مشتمل بر مقالات و اسناد شهر رامسر مستخرج از شهرداری این شهر و در بخش میدانی مشاهده و پرسشنامه است که با بهره‌گیری از نظر  50  نفر از شهروندان در قالب ترسیم جدول و نمودار به تحلیل داده‌ها مبادرت شد. نتایج حاصل از این پژوهش حاکی از آن است که توجه به معیارهای مدیریت یکپارچه نقش تعیین کننده و مثبتی در ساماندهی بافت فرسودۀ لات محله رامسر داشته و با توجه به میزان فرسودگی در بافت و تنوع و پراکندگی در آن، بهره گیری از سیاست‌های بهسازی و نوسازی مناسب ترین سیاست ها جهت بهبود وضعیت و ساماندهی محله بوده تا از طریق همکاری و هماهنگی بین سازمان های دخیل در مدیریت شهر به این مهم دست یافت.اهداف پژوهش: 1. بررسی نقش مدیریت یکپارچه شهری در ساماندهی بافت‌های فرسوده. 2. بررسی نقش مدیریت یکپارچه شهری در ساماندهی بافت‌های فرسوده و وجه هنری آن ها. سوالات پژوهش: 1. نقش مدیریت یکپارچۀ شهری در ساماندهی بافت‌های فرسوده چگونه است؟ 2. نقش مدیریت یکپارچۀ شهری در ساماندهی بافت‌های فرسوده و وجه هنری آنها چیست؟

an analysis on the place of integrated urban management in organizing urban decay. (study case: laat neighborhood of ramsar city)

the passage of time changes the architecture of cities. one of the most important alternations are the wear and tear of parts of the city, which, following the creation and intensification of deterioration, the efficiency of these tissues also decreases. in this regard, the organization of these tissues by taking advantage of diverse intervention policies in the urban decay, taking into account the integrity of the administrators at the city level, can have a positive and constructive effect. the present research has investigated the role and position of integrated urban management in organizing urban decay and, on a case-by-case basis, aims to study the laat neighborhood of ramsar city. the current research is of developmental type and descriptive and analytical in terms of nature and method. data is gathered via library research and by studying the documentations of of ramsar municipality and also through direct observation and questionnaire; the questionnaire is distributed among 50 citizens of ramsar. the results of this research indicate studying the criteria of integrated management has a decisive and positive role in organizing the urban decay of ramsar neighborhood and considering the amount of dilapidation in the residential tissue and its diversity and dispersion, the use of upgrading and renovation are the most appropriate strategies to improve the situation and organization of the neighborhood, and this was achieved through cooperation and coordination between the organizations involved in city management.research aims:1. exploring the role of integrated urban management in organizing urban decay.2. investigating the role of integrated urban management in organizing declining tissues and their artistic aspect.research questions:1. what is the role of integrated urban management in organizing urban decay?2. how are urban decay and artistic features related?
