زمینه ها و عوامل حاکمیت قانون در توسعه فرهنگی و هنری معاصر ایران

حاکمیت قانون، یکی از مفاهیم و اصطلاحات پیچیده ای است که در دهه های اخیر از دغدغه های اصلی کشورهای در حال توسعه، است. عرصه های فرهنگی و هنری نیز مانند سایر ابعاد نظام اجتماعی در جوامع مختلف نقش مهمی در تحقق رشد و توسعه فراگیر دارند. جامعه ایران نیز در دوره معاصر و از دوره حکومت پهلوی(1357-1320ش)، به صورت جدی خود را در معرض توسعه قرار داد و این وضعیت بعد از تثبیت انقلاب اسلامی (1357ش)، نیز دنبال گردید. این پژوهش با هدف بررسی جایگاه حاکمیت قانون بر توسعه فرهنگی و هنری معاصر ایران است. نتایج این تحقیق حاکی از آن است که کشورها در اعمال حاکمیت قانون برای تحقق توسعه فراگیر همواره از یک رویه یکسان استفاده نکردند بلکه براساس اوضاع و احوال متفاوت رویه های متفاوتی را در پیش گرفته اند. در جامعه ایران در دوره معاصر، عواملی چون اهمیت یافتن توسعه همه جانبه در جامعه، مقابله با گوناگونی فرهنگی به علت علت رشد روزافزون ارتباطات در نظام جهانی، نقش حاکمیت قانون در برقراری نظم در فضای فرهنگی و هنری و مسئله حمایت از ارزش های اسلامی و ایدئولوژیک اسلامی، ضرورت ایجاد نهادهای قانونی و تدوین قوانین مصوب در عرصه فرهنگ و هنر را آشکار ساخت لذا حاکمان و سیاستمداران، اقدامات لازم را برای حاکمیت قانون بر توسعه فرهنگی انجام دادند. اهداف پژوهش 1.واکاوی زمینه ها و عللِ حاکمیت قانون بر توسعه فرهنگی و هنری ایران در دوره معاصر 2.بررسی ارتباط توسعه فرهنگی با ایدئولوژی حاکم بر جامعه ایران در دوره معاصر سوالات پژوهش 1. در جامعه ایران در دوره معاصر کدام عوامل و زمینه ها منجر به حاکمیت قانون بر توسعه فرهنگی شده است؟ 2.آیا ایدئولوژی های حاکم بر یک جامعه نقشی در برنامه های توسعه فرهنگی دارد؟

Circumstances and Factors of the Rule of Law on Contemporary Cultural and Artistic Development of Iran

The rule of law is one of the multifaceted concepts and terms that has been one of the main concerns of developing countries in recent decades. Cultural and artistic fields similar to other dimensions of the social system in different societies, play a significant role in achieving inclusive growth and development. Iranian society in the contemporary period from the Pahlavi government (1941 1978) completely exposed itself to development and this situation was followed after the establishment of the Islamic Revolution (1978). This study aims to investigate the status of the rule of law on contemporary cultural and artistic developments of Iran. The results of this study indicate that countries have not always used the same procedure in exercising the rule of law to achieve inclusive development, but have adopted various procedures based on diverse circumstances. In contemporary Iranian society, factors such as the importance of comprehensive development in society, confrontation with cultural diversity due to the growing communication in the world system, the role of the rule of law in establishing order in the cultural and artistic space and the issue of protection of Islamic values and Islamic ideology have revealed the need to establish legal institutions and codify laws in the field of culture and art; hence, the rulers and politicians took the necessary measures for the rule of law on cultural development. Research objectives 1. Analysis of the backgrounds and causes of the rule of law on the cultural and artistic development of Iran in the contemporary period 2. Investigating the relationship between cultural development and the ideology of Iranian society in the contemporary period Research questions 1. In the Iranian society in the contemporary period, what factors and contexts have led to the rule of law over cultural development? 2. Do the ideologies that govern a society play a role in cultural development programs?
