راهکارهای مشارکتی در تدوین شاخص های بازآفرینی شهر بجنورد بارویکرد توسعه پایدار

بازآفرینی شهری، برنامه ای جامع است که زمینه بهبود پایداری شرایط اقتصادی، کالبدی، اجتماعی و زیست محیطی را فراهم می آورد و عمدتا به دنبال حل مشکلات بافت های فرسوده شهری از طریق بهسازی به وسیله مشارکت های مردمی است و هدف آن به کارگیری توان های بالقوه و بالفعل موجود در بافت های شهری می باشد. بدین منظور 386 پرسشنامه در بین ساکنین محله ای در بجنورد که بازآفرینی شهری آن در حال انجام است توزیع شده و مورد ارزیابی قرار گرفته است. روش تحقیق در پژوهش حاضر، روش توصیفی تحلیلی و تجربی پیمایشی است. ابزار تجزیه و تحلیل آماری، نرم افزار spss است. بر اساس یافته های تحقیق، میانگین شاخص ها به جز ابعاد کالبدی و محیطی بقیه کمتر از 3 است، که این نتیجه نشان می دهد شاخص های بازآفرینی در وضعیت مناسبی قرار نگرفته اند. همچنین به منظور تجزیه و تحلیل داده ها از روش anp استفاده شده است، که در بین معیارهای اقتصادی زیرمعیار فرصت های اقتصادی، در معیارهای اجتماعی و فرهنگی زیرمعیار کاهش جرائم، در معیار کالبدی و محیطی زیرمعیار مسکن و زیرساخت های آن و در نهایت در معیار حکمروایی زیرمعیار مشارکت اجتماع محلی بالاترین ارزش ها را به دست آورده اند. برای رفع مشکلات ساکنین و اجرای بهتر بازآفرینی شهری نیازمند مطالعات گسترده، هم پیوند و همه جانبه نگر با نگرش سیستمی در سطح خرد و منطقه ای می باشیم، که این امر می بایست با مشارکت و دخالت دادن ساکنین این محلات در تصمیم گیری ها همراه باشد. اهداف پژوهش 1 ایجاد زمینه جهت یک سیستم مدیریتی مطلوب در زمینه بازآفرینی در شهر بجنورد. 2 ایجاد شرایط برای ارتقاء میزان مشارکت شهروندان با سازمان ها و مدیران شهری در زمینه ارتقاء و بازآفرینی بافت های فرسوده شهر بجنورد. سوالات پژوهش 1 آیا بازآفرینی شهری در شهر بجنورد بر مبنای توسعه پایدار بوده است؟ 2 آیا در بازآفرینی شهری در شهر بجنورد به جنبه کالبدی، اقتصادی، اجتماعی و زیست محیطی آن توجه لازم شده است؟

Partaking Strategies in Developing Regeneration Indicators for Bojnourd City with a Sustainable Development Outlook

Urban regeneration is a comprehensive program that provides the basis for improving the sustainability of economic, physical, social and environmental conditions and mainly seeks to resolve the problems of wornout urban structures through enhancement by public participation; furthermore, the objective of this act is the use of potential and genuine capabilities in urban contexts. For this purpose, a number of 386 questionnaires have been distributed and evaluated among the residents of a neighborhood in Bojnourd, in which urban regeneration is proceeding. The research method of the present study is based on a descriptiveanalytical and experimentalsurvey method; also, the statistical analysis tool applied is the SPSS software. Based on the research findings, the average of the indicators excluding the physical and environmental dimensions, is less than 3, that demonstrates the indicators related to the act of regeneration are not in a good state. In order to analyze the data, the ANP method has been used, which among the economic criteria and subcriteria of economic opportunities, in social and cultural criteria and subcriteria of crime reduction, in physical and environmental criteria and subcriteria of housing and infrastructure and finally in the governing criteria and subcriteria of local community participation have achieved the highest values. To explain the problems of residents and better implement urban regeneration, more extensive studies are required integrated with a systemic approach at the micro and regional level. Moreover, decisionmakings should be accomplished with the participation and involvement of the residents of the mentioned areas. Research aims: 1 Creating the grounds for a favorable management system in the field of regeneration in Bojnourd city. 2 Creating conditions for improving the level of citizens’ participation with organizations and city managers in the field of upgrading and recreating the wornout structures of Bojnourd city. Research questions: 1 Is urban regeneration in Bojnourd based on sustainable development? 2 Are physical, economic, social and environmental aspects considered in urban regeneration in Bojnourd city?
