زمینه های حقوق شهروندی در قرآن

رعایت حقوق شهروندی به معنای مسئولیت ها و امتیازاتی که شخصِ تابع کشوری ازآن برخودار است به عنوان یکی از شاخصه های ثبات و امنیت در جوامع مطرح می باشد، و در اسلام نیز حقوق شهروندی و عوامل ثبات و امنیت در جامعه اسلامی با توجه به مبانی و اهداف قرآنی آن در قالب شهروند جهانی تحت عنوان خلیفه خدا در روی زمین مطرح می باشد. شهروندی که با کرامت اخذ شده از خداوند در راستای برقراری جامعه توحید محور با حفظ ارزشهای الهی انسانی در پهنای دنیا متعهد است . بر همین اساس بررسی مولفه های تشکیل دهنده حقوق شهروندی اسلامی لازم و ضروری می نماید. گزارش قرآن از دنیا و ارتباط آن با آخرت و محوریت خداشناسی وتوحید عبادی و نقش و اهمیت آن در پیشرفته دانستن جوامع اسلامی و مسئولیت حاکمیت و دولت ها در برابر رعایت و حفظ و توسعه پایدار حقوق شهروندی در زمینه حقوق مدنی، حقوق سیاسی ، حقوق اقتصادی اجتماعی، حقوق فرهنگی و حقوق قضایی و همچنین تعهد احاد جامعه بشری در مقابل آن از جمله مباحثی است که از دیدگاه قرآن در این مختصر مورد توجه و بررسی قرار گرفته است.

The Themes of Citizenship Rights in the Quran

Observance of citizenship rightsincluding the responsibilities and privileges enjoyed by the citizens of a country is one of the stability and security parameters in communities. In Islam, given the Quranic principles and goals, citizenship rightsand stability and security parameters are considered within the framework of the global citizen as the vicegerent of Allah on the earth. Benefiting from the blessings received from God, such a citizen committed to the establishment of the theistic community governed by the Divine and human values. Accordingly, examining the elements ofthe Islamic citizenship rightsis necessary. The Quranrsquo s dealing withthe world and its relationship with the hereafter the essentiality of theism and monotheism in worship and their role and importance in the progress of the Islamic communities, the responsibility of governments in observing, maintaining and developing the rights of citizens sustainably in the fields of civil rights, political rights, socioeconomic rights, cultural rights and legal rights and the reciprocal commitment of individuals in human community are among the issues discussed in this paperfrom the viewpoint of the Quran.
