اثر کیفیت نهادی فساد و وابستگی به منابع طبیعی بر سلامت در ایران

مقدمه: ایران دارای منابع طبیعی همچون نفت و گاز است که می‌تواند بر سلامت تاثیرگذار باشد. نحوه اثرگذاری منابع طبیعی بر سلامت، موضوعی است که توجه اقتصاددانان را به خود جلب کرده است. این پژوهش اثر فساد و وابستگی اقتصادی به منابع طبیعی را بر سلامت در ایران بررسی کرده است.روش ها: مطالعه حاضر از نوع کاربردی بود که با روش تحلیلیتوصیفی به‌صورت طولی با استفاده از روش رگرسیون انتقال ملایم برای سال‌های 1363 تا 1396 انجام شد. جامعه پژوهش داده‌های سالانه کل کشور بود. متغیر وابسته امید به زندگی و متغیرهای مستقل اصلی رانت نفتی به تولید ناخالص داخلی و شاخص فساد است. سایر متغیرهای مستقل شامل تولید ناخالص داخلی سرانه و سطح سواد است. تحلیل داده‌ها با نرم‌افزار eviews (نسخه 12) انجام شد.یافته ها: نتایج حاصل از برآوردها نشان داد که اثر وابستگی اقتصادی به منابع طبیعی بر سلامت و شاخص کیفیت نهادی فساد در ایران طی دوره موردمطالعه به شکل u معکوس بوده است. میزان حد آستانه‌ای برآوردی سهم رانت نفتی به تولید ناخالص داخلی بر امید به زندگی، برابر با 3.07 درصد بوده است. شاخص کاهش فساد و آموزش بر سلامت تاثیر مثبت و معناداری بوده است؛ اما تولید ناخالص داخلی بر امید به زندگی تاثیر منفی داشته است.نتیجه‌گیری: مطابق با نتایج به‌دست‌آمده از این مطالعه، به جهت کاهش اثرات منفی حاصل از وابستگی به منابع طبیعی پیشنهاد می‌شود که سیاست‌های مناسب مانند توجه به سایر بخش‌های تولیدی و تقویت دیگر زیرساخت‌های اقتصادی کشور جهت کاهش وابستگی به منابع طبیعی با توجه به شرایط موجود در کشور بهبود یابد. همچنین، با توجه به اثر مثبت کاهش فساد بر سلامت توصیه می‌شود که اجرای سیاست‌های مناسب جهت کاهش فساد در دستور کار دولت قرار گیرد.

The effect of quality of Institutional corruption and natural resources dependence on health in Iran

Introduction: Iran has natural resources such as oil that can affect health; however, whether a natural source of oil can have a positive effect on health or not is a question for economists. In this study, we empirically examine how economic dependence on natural resources affects health with respect to institutional corruption.Methods: The present study is an applied study with longitudinal analyticaldescriptive method using smooth transitional regression method between 1984 and 2017. The research population in this study was the annual data of the whole country. Also, the dependent variable is life expectancy, and the main independent variables are oil rents to GDP. Other independent variables used include the corruption index, GDP per capita, and literacy level. Data analysis was also performed with Eviews software (version 12).Results: Results of the estimates showed that the effect of economic dependence on natural resources on health and corruption in Iran during the study period was inversely Ushaped. The estimated threshold for the share of oil rents in GDP in life expectancy was 3.070%. The results indicate that the corruption reduction index has a positive and significant effect on health. But GDP has had a negative impact on life expectancy.Conclusion: According to the results of this study, in order to reduce the negative effects of dependence on natural resources, we recommend that appropriate policies such as attention to other productive sectors and strengthening other economic infrastructure to reduce dependence on natural resources should be applied in order to improve existing conditions in the country. Considering the positive effect of reducing corruption on health, we also recommend that appropriate policies should be implemented to improve the institutional quality.
