اثر تحریم‌ها بر سلامت کشور ایران با استفاده از داده‌های استانیو روش پانل فضایی: 95-1388

مقدمه: بررسی تاثیر تحریم های اعمال‌شده بر روی سلامت افراد عادی کشور تحریم شده مباحث چالش‌برانگیزی را برافروخته است. مطابق مبانی نظری، سلامت تحت تاثیر متغیرهای اقتصادی، اجتماعی، محیطی و درمانی است که گروسمن آن را تبیین کرده است. هدف مطالعه حاضر، بررسی اثر تحریم ها بر سلامت کلیه استان های کشور است.روش ها: مطالعه حاضر به صورت توصیفی، تحلیلی و طولی برای سال‌های 95-1388 انجام شد. جامعه مطالعه شامل کلیه استان‌های کشور و متغیرهای استفاده‌ شده شامل متغیرهای کنترلی اقتصادی، اجتماعی، درمانی و محیطی از قبیل تولید ناخالص استانی، وضعیت تحصیلات، شهرنشینی، نهاده های درمانی و متغیر دامی تحریم بود. تحلیل داده ها با استفاده از مدل پانل فضایی و نرم افزار stata انجام شد.یافته ها: مقایسه وقفه های اعمال‌شده در مدل نشان می دهد که اثر منفی تحریم ها در سال دوم اتفاق افتاده است. بررسی ها نشان داد کشش (درصد تغییرات) مرگ ومیر نسبت به متغیر درمانی تعداد پزشکان چهار درصد است. بودجه عمرانی دولت بعد از دو سال تاثیر منفی بر سلامت می گذارد. ضریب متغیر بیکاری مثبت 0.0235 است. برآورد انجام‌شده برای نرخ شهرنشینی معنی دار نبود.نتیجه گیری: تاثیر تحریم ها در سال اعمال‌شده و نیز سال بعدازآن بر سلامت عمومی جامعه معنی دار نبوده و اثر آن در سال دوم منفی و در سال سوم مثبت می گردد. لذا، بر اساس نتایج پژوهش ضرورت دارد برای کاهش هزینه های تحریم ها، برنامه ریزی لازم برای بهبود شرایط اقتصادیاجتماعی از قبیل نرخ بیکاری اندیشیده شود. ضمناً طرح های عمرانی و سیاست های سلامت با دوراندیشی اجرا گردد، چراکه اجرای نامناسب آن اثر منفی بر سلامت می گذارد.

The effect of sanctions on health of Iran using spatial panel method

Abstract:Introduction: Investigating the impact of sanctions on the health of ordinary people of sanctioned countries has sparked challenging issues. According to the theoretical foundations, health is affected by the economic, social, environmental, and therapeutic variables. The present study investigated the effect of sanctions on the health of people in all provinces of Iran.Methods: This descriptive, analytical and longitudinal study was conducted for the period of 2009 to 2016. The study population includes all provinces Iran and the used variables include control, economic, social, therapeutic and environmental variables such as provincial gross domestic product, education status, urbanization, therapeutic inputs and dummy variable of sanction. Data analysis was run through spatial panel model using Stata software.Results: Comparing the applied interruptions in the model showed that the negative effect of sanctions occurred in the second year. Investigations showed that the mortality elasticity into the treatment variable of a number of doctors was four percent. The governmentchr('39')s development budget had a negative impact on health after two years. The coefficient of the unemployment variable was +0.0235. The estimate for urbanization rate was not significant.Conclusion: The impact of sanctions on the public health was not significant in the first year as well as the following year and its effect in the second year was negative and positive in the third year. Therefore, according to the results of the current study, in order to reduce the costs of sanctions, it is necessary to consider the appropriate planning to improve the socioeconomic conditions, such as the unemployment rate. Also, development projects and health policies should be done with caution, because its improper implementation has a negative impact on health.
