International competition increasing as a result of globalization makes interregional differences more distinct. since those development differences cause significant economic, social, and environmental problems in certain instances, those differences call into question the regional development policies based on the free market mechanism. this situation prompts the state to take an active part in eliminating regional inequalities and makes it essential to evaluate implemented economic policies. turkey has 26 nuts level-2 regions determined in terms of the level of development, and there are some projects to eliminate the differences between these regions. however, the subject of whether implemented development policies are successful not being examined. in this study, we put emphasis on development policy outputs in the 2001-2014 period and whether turkey achieved its targets of eliminating regional development inequalities, instead of which regional development policies are implemented. a regional development index constructed by social and economic criteria together reveals striking results for regional development policies and theturkish economy.
