بایسته‌های برنامه‌ریزی توسعه با توجه به تجارب کشورهای منتخب: با تاکید بر مادۀ 150 قانون برنامۀ پنجم توسعه

با اینکه ایران 8 سال زودتر از ژاپن، 14 سال زودتر از کرۀ جنوبی و 5 سال زودتر از چین تدوین قانون برنامه برای توسعۀ ملی را آغاز کرده، برخی از مهم‌ترین اهداف توسعۀ ملی همچنان محقق نشده‌اند. پژوهش حاضر تلاش دارد ابتدا به‌شکلی مختصر، به محتواپژوهی برنامه‌های توسعه در سه کشور ژاپن، کرۀ جنوبی و چین بپردازد تا نشان دهد که رویکرد اصلی برنامه‌های توسعه در این کشورها چه بوده است. این سطح از تحلیل، با نشان دادن محورهای اصلی برنامه‌نویسی موفق برای توسعه، به فهم گام دوم تحلیل، یعنی محتواپژوهی موردی قانون برنامۀ پنجم توسعه کمک می‌کند. در گام دوم، مادۀ 150 «قانون برنامۀ پنج‌سالۀ پنجم توسعه» به‌عنوان یکی از مهم‌ترین مواد برنامۀ توسعۀ پنجم، تحلیل و آسیب‌شناسی شده است. برای آسیب‌شناسی نظام‌مند، ضمن ردیابی احکام مندرج در مادۀ 150 قانون برنامۀ پنجم در قانون برنامۀ ششم، این مادۀ قانونی با موارد مشابه در برنامه‌های توسعۀ برخی از کشورهای موفق مانند ژاپن، کرۀ جنوبی و چین مقایسه و تلاش شده به برخی پیشنهادهای کاربردی اشاره شود.

Requirements of Planning for Development according to the experiences of selected countries: With emphasis on Article 150 of the Iran’s Fifth Development Plan

Although Iran has begun the formulation of the development plan 8 years earlier than Japan, 14 years earlier than South Korea and 5 years earlier than China, some of the most important objectives of development has not been fulfilled.The paper tries to examine shortly content research of development programs in three countries Japan,South Korea and China in order to show what the main approach of the development plan in these countries is.This level of analysis with showing the main axis of successful programming for development helps to understand the second step of the analysis the case research content of the Iran’s Fifth Development Plan.In the second step the article 150 of the fifth development plan of Iran will be analyzed and pathology because it is one of the most important of the Fifth Development Plan.For systematic pathology,first we’ll search the footprint of the provisions of article 150 of the Fifth Plan in the Sixth Plan,the second we will compare this article with the same articles in Development Plan of some successful countries such as Japan,South Korea and China and the third we’ll refer to some practical suggestions.
