بازشناسی جایگاه روسیه در سیاست خارجی جمهوری اسلامی ایران

با وقوع انقلاب اسلامی شاهد تحول گفتمانی در سیاست خارجی ایران بودیم. پیامد این تحول، دگرگونی در نقش و جایگاه بازیگران نظام بین‌الملل در سیاست خارجی ایران بود. یکی از دولت‌هایی که از دهۀ دوم انقلاب به‌تدریج جایگاه نوینی در سیاست خارجی ایران به‌دست آورد و به‌عنوان یک کنش‌گر مهم نظام بین‌الملل به بازیگری ماهر در روابط خارجی ایران تبدیل شد، فدراسیون روسیه است. این کشور علاوه‌بر پیوندهای سنتی ناشی از همجواری، روابط سیاسی و اقتصادی دیرپایی با ایران داشته است. در این زمینه هدف این مقاله «فهمِ تاریخی جایگاه روسیه در سیاست خارجی جمهوری اسلامی ایران» است. پرسش مقاله از این قرار است که «کدام پندارها و مولفه‌ها به جایگاه روسیه در سیاست خارجی ایران تعیّن بخشیده و آیا این جایگاه در سیاست خارجی ج.ا. ایران دستخوش تغییر و تحول شده است؟». فرضیۀ مقاله این‌گونه تدوین یافته که «ساختار نظام بین‌الملل و ساخت درونی نظام سیاسی جمهوری اسلامی ایران و ادراک تصمیم‌گیرندگان آن از ماهیت نظام سیاسی ایران موجب قوام‌بخشی جایگاه روسیه در استراتژی سیاست خارجی ایران شده، به‌گونه‌ای که جایگاه و اهمیت آن کشور در جهت‌گیری سیاست خارجی دولت‌های مختلف در ج.ا. ایران یکسان بوده است. اگرچه به تناسب محذورات بین‌المللی روسیه و تحول در سیاست خارجی آن، گاهی روابط دو کشور دچار نوسان می‌شود». روش پژوهش توصیفی  تحلیلی و  چارچوب نظری واقع‌گرایی نوکلاسیک است.

Russia’s place in foreign policy of Islamic Republic of Iran

Russia as an important player in the international system has always been an influential element in Iran’s foreign policy. In addition to being a neighbor, Russia has had a longstanding political and economic relationship with Iran. In this regard, the purpose of this study is In this regard, The main question of the article is that in recent years, which ideas, factors and components have determined Russia’s position in Iran’s foreign policy? The research hypothesis is as follows the structure of the international system and the internal construction of Iran’s political system, including the understanding Iranian rulers about the nature of the international system, has caused to a consistency of Russia’s position in foreign policy Iran; So that Russia has maintained its decisive role in orientation and behavioral patterns of Iranian foreign policy in different periods. On the contrary, relations between the two countries tend to fluctuate, due to international constraints and the development of discourses in Russian foreign policy.”
