رابطه نظام اداری و توسعه سیاسی در جمهوری اسلامی ایران (با بهره‌گیری از الگوی نظری جاگورایب)

بدیهی است که هر جامعه‌ای برای دوام و پایداری، انتظام و پیشرفت، رفاه و امنیت خود به حکومت احتیاج دارد و حکومت نیز به سازمان‌ها و نظام اداری کارامد برای تحقق اهداف و رسالتش نیازمند است. ازاین‌رو، در صورت سالم بودن، کارایی و چابکی، نظام اداری می‌تواند بازو و ابزار اجرایی موثر و موفقیت‌آمیزی برای تحقق اهداف و سیاست‌های دولت باشد و نقش مهم و اساسی در توسعه و پیشرفت، تامین رضایت شهروندان و حمایت آنها از نظام سیاسی ایفا کند. این تحقیق رابطه نظام اداری و توسعه سیاسی در جمهوری اسلامی ایران را بدون تاکید بر دوره خاصی، با بهره‌گیری از الگوی نظری جاگورایب، بررسی می‌کند. بنابراین سوال اصلی آن عبارت است از: «چه رابطه‌ای بین نظام اداری و توسعه سیاسی در جمهوری اسلامی ایران وجود دارد؟». فرضیه آن نیز چنین تدوین شده است: «نظام اداری کارامد در جمهوری اسلامی ایران می‌تواند با تاثیرگذاری بر ثبات، برابری و مشارکت سیاسی موجبات رشد و تحکیم توسعه سیاسیرا فراهم آورد». با این ملاحظات، این پژوهش از نوع توصیفی – تحلیلی و روش جمع‌آوری داده‌ها نیز  کتابخانه‌ای است. یافته‌های تحقیق نشان داد که رفع آسیب‌ها و تحول در نظام اداری کشور موجب افزایش ظرفیت نظام سیاسی برای پاسخگویی، برابری، ثبات و مشارکت سیاسی و متقابلاً گسترش نهادهای سیاسی و تقویت توان پاسخگویی نظام سیاسی و برابری و ثبات و مشارکت سیاسی در آن موجب سلامت و چابکی و کارامدی نظام اداری خواهد شد.

The Relationship between the Administrative System and Political Development in the Islamic Republic of Iran Iran (Using the Joghurib Theoretical Model)

It is obvious that every society needs government for its stability and stability, its development and its welfare and security, and the government also needs organizations and an efficient administrative system to fulfill its goals and mission. This research examines the relationship between the administrative system and political development in the Islamic Republic of Iran without emphasis on a particular period. Therefore, its main question is: What is the relationship between the administrative system and political development in the Islamic Republic of Iran? Its hypothesis has also been formulated: An efficient administrative system in the Islamic Republic of Iran can, by influencing stability, equality and political participation, provide for the growth and consolidation of political development. Thus, the subordination of the administrative system and political development interact and interact with each other; the administrative system is the driving and executing engine of the programs of the political system. With these considerations, this research is descriptiveanalytical and data collection method is also a library. Findings of the research show that the elimination of injuries and changes in the administrative system of the country increase the capacity of the political system to respond, equality, stability and political participation, and the reciprocal expansion of political institutions, and to strengthen the response of the political system and equality and stability and political participation in it Will lead to the health and agility of the administrative system.
