پان آمریکانیسم دونالد ترامپ و محرومیتهای فزاینده سیاهپوستان در ایالات متحده؛ تبیین پیامدهای نژادپرستی در دو سطح خرد و کلان

چکیده
|
هرچند ریشههای نژادپرستی مدرن به قرن نوزدهم و به نظریه کنت دوگوبینو برمیگردد، اما این مفهوم در بسیاری از جوامع توسعهیافته صنعتی امروزی بهمثابه تثبیت برتری یک قوم بر دیگری نیست، بلکه تداعیکننده مفهوم کنترل است. به دیگر سخن، علت اصلی اعمال نژادپرستی از سوی اکثریت، بیم از قدرت گرفتن اقلیت است. در این میان، ایالات متحده پیشینهای طولانی در مسئله نژادپرستی دارد. عمدهترین ساختارهای نژادپرستانه در آمریکا شامل بردهداری، جداسازی نژادی، مدارس جداگانه برای سرخپوستان و اردوگاههای بزرگ بازداشت پناهجویان خارجی بوده است. مقاله حاضر درصدد ارائه پاسخی متقن به این پرسش است که مهمترین چالشهای سیاهپوستان در ایالات متحده بهویژه از زمان ریاست جمهوری دونالد ترامپ چه بوده است و در ادامه مهمترین پیامدهای این مسئله را چه مواردی میتوان دانست؟ یافتههای مقاله که با استفاده از تئوری محرومیت نسبی تد رابرت گر و استفاده از روش جامعهشناسی تاریخی (روش تحقیق) است، نشاندهنده محرومیتهای اقتصادی، سیاسی، مدنی و امنیتی سیاهان در ایالات متحده است. پیامدهای این مسئله نیز در سطح خرد شامل مواردی همچون تعمیق شکاف میان دولت ملت، تغییر در هندسه قدرت و شکافهای فزاینده در میان جمهوریخواهان است و در سطح کلان نیز میتوان به سه مسئله شکلگیری جنبشهای رادیکال سیاهان در آمریکا، استقلال و جدایی برخی از ایالتها و تشدید ناامنیها اشاره کرد.

Intensification of racist policies in the United States during Donald Trump’s presidency; Origins and Consequences

Abstract
|
Although the roots of modern racism date back to the nineteenth century to the theories of Kenneth Dogobino, in many developed industrial societies today the concept does not establish the superiority of one ethnic group over another, but evokes the concept of control. In other words, the main reason for the racist actions of the majority is the fear of the minority gaining power. Meanwhile, the United States has a long history of racism. The main racist structures in the United States include slavery, racial segregation, and Separate schools for Indians, and large camps for the detention of foreign asylum seekers. This article seeks to answer this question: What are the most important challenges for blacks in the United States, especially since Donald Trump’s presidency? And what are the main consequences? The findings by using Gurr’s theory (relative deprivation) and Hechter’s internal colonialismand the method of historical sociology (research method) show that the political, economic, civil, and security deprivations of blacks in the United States. The consequences of this at the micro level, including deepening the rift between the nationstate, the formation of extremist black movements in the United States and the fall into the Republicans, and at the macro level, can change the geometry of power, independence and separation of some states and intensify insecurity.
