چکیده
|
از اوایل دهۀ 60 دولت جمهوری اسلامی ایران به حزب‌الله لبنان کمک کرده است تا گسترۀ وسیعی از خدمات اجتماعی و عمومی را در اختیار شیعیان این کشور قرار دهد. هدف این مقاله بررسی انگیزه‌ها و اهداف ایران از فراهم ساختن این کمک‌ها و نیز تحلیل نقش وزارت جهاد سازندگی به‌عنوان بازوی اصلی کمک‌رسانی ایران به حزب‌الله در دورۀ مورد مطالعه است. این مقاله در تلاش است که نشان دهد انگیزه‌های ایران اساساً ماهیت ایدئولوژیک داشت و برخلاف برخی تصورات کمک‌های ایران بر مبنای ملاحظات ژئوپلیتیک و استراتژیک صورت نمی‌گرفت. در زمینۀ فعالیت‌های وزارت جهاد سازندگی سعی شده است نشان داده شود که هیات اعزامی وزارتخانه خدمات بسیار ارزشمندی در اختیار حزب‌الله قرار داد، اما اگر این کار با برنامه‌ریزی قبلی صورت گرفته بود، فعالیت‌های هیات می‌توانست بسیار موثرتر باشد.

Abstract
|
The Islamic Republic of Iran and the Reconstruction of WarTorn Lebanon, 19882003 Abstract Since the early 1980s Iran has helped Hizbollah deliver an extensive array of public and social services to the Shiite community in Lebanon. Iranian assistance has proved critical to the political and military success of the organization and the empowerment of the Shiite community. This article discusses Iranian motives in providing this assistance. It also examines the role played by the Ministry of Construction Jihad in rebuilding Shiite inhabited parts of Lebanon. It argues that Iranian support is driven by ideology rather than geopolitical and strategic considerations. With respect to the ministry’s reconstruction efforts, it argues that while the ministry rendered a valuable service, it could have accomplished much more if it had managed the effort properly.
