تاثیر دوجانبه‌گرایی نهادینۀ آلمان و فرانسه بر همگرایی اتحادیۀ اروپا

این مقاله به بررسی نقش دو نهاد و رژیم اروپایی جامعۀ زغال و فولاد و معاهدۀ الیزه در گسترش و نهادینه‌سازی روابط دوجانبۀ میان کشورهای آلمان و فرانسه در چارچوب نظریۀ نهادگرایی نئولیبرال می‌پردازد. فرضیۀ پژوهش این است که جامعۀ زغال و فولاد و معاهدۀ الیزه به‌عنوان دو نهاد و رژیم منطقه‌ای، بر انگیزه‌های سودجویی و رقابت دو کشور فرانسه و آلمان تاثیر گذاشته و موجب گسترش همکاری میان دو کشور شده است. یافته‌های پژوهش نشان می‌دهد که جامعۀ زغال و فولاد و معاهدۀ الیزه به‌عنوان دو نهاد مستقل، از طریق فراهم کردن اطلاعات و اشتراک آنها و همچنین وضع قوانین تجاری و ضدکارتل نقش مهمی در گسترش همکاری‌های دوجانبۀ آلمان و فرانسه و به‌تبع آن در همگرایی اتحادیۀ اروپا داشته است. همچنین مطالعات نشان می‌دهد که بین نهادها و رژیم‌های اروپایی و همکاری‌های دوجانبۀ آلمان و فرانسه روابط متقابلی وجود دارد، ضمن اینکه نهادها و رژیم‌های اروپایی موجب تسهیل همکاری میان دو کشور شده است، گسترش همکاری میان دو کشور خود موجب توسعۀ تکاملی نهادهای اروپایی و همچنین تسری آن به سایر حوزه‌های کارکردی شده است.

Impact of GermanFrench Institutional bilateral on the EU integration

Abstract: This paper examines the role of institutions and regimes of the European Coal and Steel Community and the Treaty of Elysée in the development and institutionalization of bilateral relations between Germany and France in the framework of neoliberal institutional ism theory. The research hypothesis is the Coal and steel community and the Elysée Treaty as a regional entity regime, has contributed to the profit motive and competition between France and Germany and development of cooperation between the two countries. The results show that the Coal and Steel Community and the Elysée Treaty as two independent entities, by providing and sharing information and trade and anticartel legislation Have played an important role in the development of bilateral cooperation, Germany and France and subsequently in Europe Union integration. Studies also show that there are mutual relations between the European institutions and GermanFrance bilateral cooperation, On the one hand, European institutions facilitate cooperation between the two countries, On the other hand the expansion of cooperation between the two countries it is the evolutionary development of European institutions.
