چکیده
|
رقابت در کسب مرجعیت علمیو اثرگذاری موثر بر سایر کشورها، با ابزارهای علم و فناوری و به‌ویژه در قالب دیپلماسی علمی، موضوعی است که طی سال‌های اخیر مورد توجه اغلب کشورهای منطقه، به‌ویژه جمهوری اسلامی ایران و ترکیه قرار گرفته است. بر این اساس، مقالۀ حاضر این پرسش اصلی را مطرح می‌کند که «چگونه ایران و ترکیه از ظرفیت‌های دیپلماسی علمی به‌منظور دستیابی به مرجعیت علمی در منطقۀ خاورمیانه بهره‌گیری می‌کنند؟». فرضیۀ مقاله با استخراج یافته‌های خود به روش توصیفی تحلیلی و از طریق تطبیق فعالیت‌های ایران و ترکیه در دستیابی به مرجعیت علمی در منطقه بیان می‌کند: «بهره‌گیری از ظرفیت‌های دیپلماسی علمی همچون همکاری‌های مشترک علمی، جذب نخبگان و برنامه‌های مبادله در قالب پروژه‌های دانشگاهی و پژوهشی، تاسیس دانشگاه‌های بین‌المللی و تنوع‌بخشی به مقاصد گردشگری علمی قادر است کسب جایگاه مرجعیت علمی کشورهای مذکور را تسریع و تسهیل کند».

Abstract
|
Competition in obtaining scientific authority and effective influence on other countries, with the tools of science and technology, and especially in the form of scientific diplomacy, is a topic that has been taken into consideration by most countries of the region, especially the Islamic Republic of Iran and Turkey in recent years. Accordingly, the present paper poses the main question: "How do Iran and Turkey exploit the capacities of scientific diplomacy to achieve scientific authority in the Middle East?" The hypothesis of the article is to extract its findings through a descriptiveanalytical method and through the implementation of activities Iran and Turkey are seeking to achieve scientific authority in the region.
