الگوی بومی قدرت نرم جمهوری اسلامی ایران؛ مدلی برای قدرت‎سازی بازیگران منطقه‎ای

گذری بر متون تولیدشده در حوزۀ قدرت نرم، به‌ویژه کاوش در نظریات شارح برجستۀ این مفهوم جوزف نای، نمایانگر این حقیقت است که تاکنون تمامی محققان و دانشمندان فارغ از ارائۀ چارچوبی منسجم به‌منظور کاربست این مفهوم در راستای تحقق اهداف و منافع اعمال‎کنندگان آن، قدرت نرم را فقط به‌مثابۀ ابزاری توصیفی و نه کاربردی استعمال کرده‎اند. در واقع اینان از مفهوم قدرت نرم، برداشت و مفهومی هژمونیک و انحصاری ساخته‎اند که تنها کشورهای برتر اقتصادی و نظامی توان به خدمت گرفتن آن را دارند و نه قدرت‎های متوسط و منطقه‎ای. در این مقاله در پی آنیم تا از رهگذر دسته‎بندی و تئوریزه کردن ابعاد مختلف قدرت نرم و تمایز قائل شدن بین «منابع سخت» و «منابع نرم» از یک سو، و «منابع نرم» و «قدرت نرم» از سوی دیگر، برخلاف تمایز بین قدرت اجبار و قدرت جذب آنچنان که نای و هوادارانش اشاره کرده‎اند یک «تئوری منبع‌محور» از قدرت نرم ارائه دهیم تا از طریق آن ضمن شکستن انحصار الگوی هژمونیک فعلی، زمینۀ بهره‎مندی قدرت‎هایی چون ایران، از کارویژه‎های قدرت نرم فراهم شود.

NATIVE MODEL OF SOFT POWER OF THE ISLAMIC REPUBLIC OF IRAN; A MODEL FOR POWERMAKING OF REGIONAL ACTORS

A review of the texts produced in the field of soft power, particularly exploring the views of prominent exponent of this concept, Joseph Nye, reflects the fact that regardless of providing a coherent framework which implement this concept in order to fulfill the goals and interests of its committers, all scholars and researchers have so far applied soft power merely as a descriptive tool and not practical. In fact, they have perceived the concept of soft power as the concept of hegemony and monopoly that only the hegemonic countries in economic and military are able to apply it, not the middle and regional powers. Hence, through categorizing and theorizing various aspects of soft power and distinguishing between "soft resources" and "hard resources" from one side and "soft resources" and "soft power", the researchers seek to present ResourceBased Theory of Soft Power, in contrast to distinguish between the Coercive Power and Cooptive Power as Nye and his supports have pointed.The article aims to provide the backgrounds for enjoyment of the functions soft power for countries like Iran through breaking the monopoly of the current hegemonic model.
