واکاوی سیاست‌های کلی انرژی و چگونگی اعمال رویکرد اجتماعی در اسناد بالادستی

سیاست‌گذاری صحیح در حوزه انرژی برای دستیابی به اهداف توسعه پایدار، مستلزم منظور کردن طیف متنوعی از ملاحظه‌های سیاسی، اقتصادی، اجتماعی و زیست‌محیطی است. دغدغه اصلی این است که سیاست انرژی تحت‌سلطه رویکرد فنی / فیزیکی قرار داشته و این به‌معنی نادیده‌گرفتن و سوءتعبیر زمینه انسانی و اجتماعی عرضه و تقاضا در سیاست‌گذاری انرژی است. در پژوهش حاضر کوشیده‌ایم سیاست‌های مندرج در اسناد بالادستی حوزه انرژی و نحوه اعمال رویکرد اجتماعی در سیاست‌گذاری این حوزه را واکاوی نماییم. بدین‌منظور با به‌کارگیری روش تحلیل محتوای کیفی قیاسی و استقرایی، مفاد مرتبط با حوزه انرژی مورد بررسی قرار گرفت. یافته‌ها بیانگر تاکید جدّی سیاست‌گذاری انرژی بر دو حوزه طرح‌های توسعه‌ای و مدیریت مصرف بوده که اگرچه عناصری از رویکرد اجتماعی را دربردارد، اما در موارد زیادی نیز از اتخاذ این رویکرد غفلت شده است. در اسناد اخیر، ذهنیت غالب، حاکی از تمایل نسبی در رویکرد تکنیکی به‌سمت رویکرد تکنیکی اجتماعی می‌باشد. الگوی پیشنهادی پژوهش برای اعمال رویکرد اجتماعی مبتنی بر تجربه برنامه‌ها و در چهارچوب اسناد بالادستی و تحول‌های پارادایمی بوده که قابل کاربست در برنامه هفتم توسعه و نیز دیگر رویه‌های اجرایی مرتبط می‌باشد.

analyzing the general energy policies and how to apply the social approach in the upstream documents of this field

in order to have the right energy policy to achieve the goals of sustainable development, we need to consider a diverse range of political, economic, social and environmental considerations. the main concern is that energy policy has been dominated by a technical / physical approach. this means ignoring and misinterpreting the human and social context of supply and demand in energy policy. in this study, we analyze the country's policy plans, how the social approach has been applied in energy policy. hence, we identified the dimensions and components of the social approach and performed the analysis using the method of deductive and inductive qualitative content analysis. findings showed that energy policy has a strong emphasis on the two areas of development projects management and consumption management. although policy plans, has elements of a social approach, but in many cases, this approach has been neglected. the social approach has become more prominent in recent policies, and there is a relative tendency in the technical approach to the technical-social approach. this change can be seen not only in the content of the program but also in other upstream energy documents that have been approved during the program. the proposed research model is to apply a social approach based on the experience of programs and in the context of upstream documents and paradigm shifts that can be used in the seventh program as well as other related executive procedures.
