بازشناسی موانع سیاست‌گذاری شواهدمحور: آموزه‌هایی برای سیاست‌های کلان نظام

سیاست‌گذاری شواهدمحور رویکردی است که با به‌کارگیری نظام‌مند شواهد علمی به دنبال ارتقای کیفیت و کارایی سیاست‌های عمومی است و می‌تواند موفقیت سیاست‌های کلان را نیز ارتقا دهد. بااین‌حال به‌کارگیری این رویکرد با موانع گوناگونی همراه بوده است. پژوهش حاضر با هدف بازشناسی و طبقه‌بندی موانعی به‌کارگیری این رویکرد انجام شده است. این پژوهش تفسیرگرایانه از نظر هدف کاربردی است و با رویکرد کیفی و روش مرور نظام‌مند ادبیات انجام شده است. منابع اطلاعاتی پژوهش، مقاله‌های منتشرشده در ارتباط با هدف این پژوهش در پایگاه‌های علمی معتبر بین‌المللی در بازه زمانی منتخب است. این مقاله‌ها بر اساس معیارهای ورود به فرایند مرور نظام‌مند ادبیات غربالگری و انتخاب شدند. برای تجزیه‌وتحلیل داده‌ها نیز از روش کدگذاری استفاده شده است. موانع شناسایی شده در قالب شش دسته اصلی طبقه‌بندی شدند که عبارتند از: موانع مربوط به سیاست‌گذاران، موانع مربوط به پژوهشگران، تعامل غیرموثر بین سیاست‌گذاران و پژوهشگران، موانع مربوط به ماهیت غیرعقلایی سیاست‌گذاری، موانع مربوط به تحقیق و موانع مربوط به محدودیت‌های بودجه و منابع. ماهیت پیچیده و چندبُعدی سیاست‌های کلان از سویی و گستره فراگیر تاثیرات این سیاست‌ها از سوی دیگر باعث می‌شوند استفاده نظام‌مند از شواهد علمی در فرایند تدوین، اجرا و ارزیابی این سیاست‌ها ضروری باشد. یافته‌های پژوهش حاضر می‌تواند شناخت به نسبت جامعی از موانع موجود در این زمینه حاصل کند و به‌عنوان راهنمایی برای فراهم ساختن پیش‌نیازهای به‌کارگیری این رویکرد در خصوص سیاست‌های کلان و راهبردی مورد استفاده قرار گیرد.

restudying the barriers of evidence-based policy making: lessons for macro policies

evidence-based policymaking is an approach that seeks to improve the quality and efficiency of policies by systematically applying scientific evidence and can promote the success of public policies. however, the use of this approach has been associated with various obstacles that have been studied in many studies. this research was conducted with the aim of identifying and classifying various barriers to the use of evidence-based policy making. this interpretive and applied research is conducted with a qualitative approach and a systematic literature review method. the information resources of the research are the articles published in related to the purpose of this research in the international scientific databases in the selected period of time. these articles were screened and selected based on the entry criteria in slr process. coding method has also been used to analyze the data. various obstacles in the field of applying the evidence-based approach in the public policymaking process have been identified and extracted, and then these obstacles were classified into six main categories based on their semantic similarity and content affinity, which are: barriers related to the non-rational nature of policymaking, ineffective interaction between policymakers and researchers, barriers related to policymakers, barriers related to researchers, barriers related to research, and barriers related to budget and resource limitations.the complex and multidimensional nature of macro policies on the one hand and the wide range of public policy effects on the other hand make the systematic use of scientific evidence by policy makers necessary. the findings of the present research can achieve a relatively comprehensive understanding of the existing obstacles in this field and be used as a guide to provide the prerequisites for the application of this new approach in the public policy system.
