موانع مشارکت مردم در امور عمومی و بیان راهکارهای ارتقای آن برای گسترش مشارکت همگانی در راستای سیاست‌های کلی برنامۀ چهارم توسعه

مشارکت مردم در ادارۀ امور عمومی بخشی از رفتار اجتماعی به شمار می‌رود و یکی از ارکان مهم توسعۀ سیاسی و از شاخص‌های اصلی حکمرانی خوب است. ازهمین‌رو فهم موانع پیش‌روی مشارکت مردمی در تصمیم‌گیری در زمینه‌های سیاسی، اجتماعی و اقتصادی سودمند خواهد بود. هدف از پژوهش حاضر بررسی موانع پیش‌روی مشارکت مردم در ادارۀ امور کشور و بیان راهکارهای ارتقای آن در جهت گسترش مشارکت همگانی در راستای سیاست‌های کلی برنامۀ چهارم توسعه است. این تحقیق از نظر هدف، کاربردی، از نظر روش، توصیفی تحلیلی و به لحاظ نوع داده‌ها، جزء پژوهش‌های آمیخته (کمّی و کیفی) است و در آن، از روش فرامطالعه برای تشخیص، گردآوری، تلفیق و خلاصه‌سازی دستاوردهای مطالعاتی استفاده شده است. در این پژوهش، با استفاده از روش فرامطالعه، موانع مشارکت مردمی شناسایی و در کنار تلفیق نتایج تحقیقات قبلی، فرایندهای آن‌ها نیز ارزیابی شده است. طبق نتایج تحقیق، در زمینۀ مشارکت افراد در ادارۀ عمومی، بیش از چهل معضل وجود دارد که می‌توان آن‌ها را در چهار گروه حقوقی سیاسی، فرهنگی اجتماعی، اقتصادی و فنی دسته‌بندی کرد؛ همچنین از نظر بسیاری از محققان، موانع فرهنگی اجتماعی مهم‌ترین چالش‌های موجود بر سر راه مشارکت مردمی است و در رتبۀ بعدی موانع سیاسی حقوقی قرار دارد.

examining the barriers to public participation in governance and strategies for enhancing engagement in line with the fourth development plan

public participation in governance is a fundamental aspect of social behavior and a key pillar of political development, as well as an essential indicator of good governance. understanding the barriers to public engagement in decision-making across political, social, and economic domains is crucial for policymakers. this study aims to identify the obstacles hindering public participation in governance and propose strategies to enhance civic engagement in alignment with the general policies of the fourth development plan. the research is applied in nature, employs a descriptive-analytical methodology, and follows a mixed-methods approach (quantitative and qualitative). a meta-study approach is used to systematically identify, collect, synthesize, and summarize findings from previous research. the analysis reveals that more than forty distinct barriers to public participation exist, which can be categorized into four major groups: legal-political, socio-cultural, economic, and technical. among these, socio-cultural barriers are identified as the most significant challenges, followed by legal-political constraints. the findings underscore the need for targeted policy interventions to foster a more participatory governance framework by addressing these structural and institutional challenges.
