واکاوی مولفه‌های سیاست‌ صنعتی برپایۀ مطالعۀ روشمند سیاست‌های کلی جمهوری اسلامی ایران با تاکید بر صنعت پتروشیمی

صنعت پتروشیمی، از صنایع راهبردی ایران، با دو دسته چالش جدی روبه‌روست: چالش‌های درونی (مانند بی‌ثباتی سیاست‌گذاری‌ها و بی‌ثباتی متغیرهای کلان اقتصادی) و چالش‌های بیرونی (مانند تحریم اقتصادی و رقابت شدید بین‌المللی). بنابراین صنعت پتروشیمی، ناظر به مقاوم‌سازی اقتصادی، به بازطراحی حکمرانی نیازمند است. پرسش تحقیق عبارت است از: «مهم‌ترین مولفه‌های سیاست‌گذاری در صنعت پتروشیمی از منظر اسناد بالادستی جمهوری اسلامی چیست؟» برای پاسخ به این سوال تمام سیاست‌های کلی جمهوری اسلامی (ابلاغی تا سال 1401) مطالعه و براساس رویکرد تحلیلی توسعه‌ای و روش تحلیل مضمون بررسی شده است. در این پژوهش، هیچ نرم‌افزاری به کار نرفته است. با بررسی 151 کد، در نهایت 111 مضمون پایه، 23 مضمون سازمان‌دهنده و 5 مضمون فراگیر شناسایی شد. مضامین فراگیر عبارت‌اند از: 1. دیپلماسی تجاری موثر، هدفمند و مقاومتی، 2. ارتباط موثر با بخش دانش‌بنیان، 3. مقاوم‌سازی نظام مدیریتی، اداری و انسانی، 4. حکمرانی تنظیم‌گرانۀ دولتی، 5. مردمی‌سازی مالکیت و سرمایه‌گذاری. در پایان، چهار محور مهم برای آسیب‌شناسی و ارتقای سیاست‌های کلی ناظر به صنعت پتروشیمی بیان شده است.

analysis of industrial policy components based on a systematic study of the general policies of the islamic republic of iran with an emphasis on the petrochemical industry

the petrochemical industry, as one of iran’s strategic sectors, faces two major categories of challenges: internal challenges (such as policy instability and macroeconomic fluctuations) and external challenges (such as economic sanctions and intense international competition). given its crucial role in fostering economic resilience, the petrochemical industry requires a comprehensive governance redesign. this study seeks to answer the following research question: what are the key policy components shaping the petrochemical industry, as outlined in the overarching policy documents of the islamic republic of iran? to address this question, all general policies of the islamic republic of iran issued up to 2022 were examined using a developmental-analytical approach and thematic analysis. the study was conducted without the use of software. a total of 151 codes were analyzed, leading to the identification of 111 basic themes, 23 organizing themes, and 5 overarching themes. these overarching themes are: effective, targeted, and resilient trade diplomacy, strengthening linkages with the knowledge-based sector, enhancing resilience in management, administration, and human resource systems, state-driven regulatory governance and democratization of ownership and investment. finally, the study highlights four critical areas for diagnosing weaknesses and improving general policies related to the petrochemical industry.
