مطالعۀ تطبیقی سیاست‌ها و قوانین، و بیانات رهبری در حوزۀ امنیت غذایی برپایۀ اصول حکمروایی خوب

در دهه‌‌های اخیر، با افزایش جمعیت شهرها و تغییرات در حوزه‌‌های اقتصادی و سیاسی، با مسئلۀ تحقق امنیت غذایی مواجه شده‌ایم. با اینکه اسناد (قوانین و سیاست‌‌ها) و طرح‌‌های گوناگونی بدین منظور وضع و اجرا شده، مسئلۀ تامین غذا و امنیت غذایی کاملاً مرتفع نشده است. مقام معظم رهبری به‌کرات به اهمیت این موضوع پرداخته و اصول و راهکارهایی را برای رفع این مشکل بیان کرده‌اند که بهره‌‌گیری از آن‌ها در حل مسئلۀ مذکور راهگشا خواهد بود. در پژوهش حاضر، متن اسناد (قوانین و سیاست‌‌ها) و بیانات رهبری در حوزۀ امنیت غذایی بررسی شده، سپس با روش تحلیل مضمون، به استخراج مضامین آن‌ها در چارچوب ابعاد امنیت غذایی و در نهایت به مقایسۀ تطبیقی این مضامین برپایۀ اصول حکمروایی خوب، که یکی از رویکردهای مطلوب در تحقق امنیت غذایی است، پرداخته شده است. براساس یافته‌‌های پژوهش، وجه اشتراک مضامینِ اسناد و بیانات توجه متخصصان به دانش روز و به‌کارگیری فناوری‌ها و نوآوری‌‌ها در راستای ارتقای سطح تولید است؛ همچنین پاسخ‌گویی، کارایی، اثربخشی و عدالت از مهم‌‌ترین اصول تحقق امنیت غذایی برپایۀ حکمروایی خوب براساس اصول و توصیه‌‌های مطرح‌شده در بیانات رهبری است که باید در وضع سیاست‌‌ها و قوانین مورد توجه قرار گیرد.

a comparative study of policies and laws, and leadership statements on food security based on good governance principles

one of the major challenges the country has faced in recent decades, due to urban population growth and changes in economic and political contexts, is food security. various laws, policies, and plans have been adopted and implemented over the years; however, the issue of food supply and food security remains unresolved. the supreme leader has repeatedly emphasized the importance of this issue and outlined principles and solutions that could be instrumental in addressing this challenge. this study examines the texts of documents (laws and policies) and leadership statements on food security. using the thematic analysis method, the themes were extracted within the framework of food security dimensions and subsequently compared based on the principles of good governance, a key approach to achieving food security. the findings highlight that a common theme across documents and statements is the emphasis on leveraging modern knowledge, technology, and innovations to enhance production levels. additionally, accountability, efficiency, effectiveness, and justice are identified as key principles for achieving food security through good governance, as emphasized in the leadership’s statements. these principles should guide the formulation and implementation of policies and laws.
