پیشنهادهای سیاستی برای بخش علم و فناوری در برنامۀ پنج‌سالۀ هفتم توسعۀ اقتصادی، اجتماعی و فرهنگی برپایۀ اسناد بالادستی

هدف از این پژوهش شناسایی حوزه‌های موضوعی سیاست علم و فناوری برپایۀ اسناد بالادستی و پیشنهاد برخی از گزینه‌های سیاستی برای این بخش در برنامۀ پنج‌سالۀ هفتم توسعۀ اقتصادی، اجتماعی و فرهنگی است. در این پژوهش با روش فراترکیب که از روش‌شناسی‌های کیفی است، سیاست‌های علم و فناوری در اسناد سیاستی کشور شناسایی و استخراج شد. سپس این سیاست‌ها برپایۀ همانندی‌ها و تفاوت‌های موضوعی دسته‌بندی گردید. براساس تحلیل و تفسیر سیاست‌های هر دسته نیز نامی بر آن‌ها نهاده شد. این نام‌ها همان موضوع‌های سیاست علم و فناوری است. در پایان نیز برای ویرایش این موضوع‌ها، دیدگاه دوازده تن از متخصصان دریافت شد. در این پژوهش، شش موضوع سیاستی کلان به‌همراه هفده موضوع فرعیِ آن‌ها معرفی شد. شش موضوع سیاستی کلان عبارت است از: 1. منابع انسانی و مهارت‌ها؛ 2. قوانین و مقررات؛ 3. زیرساخت‌های اطلاعاتی؛ 4. ارتباطات ملی، منطقه‌ای و جهانی؛ 5. بخش اطلاعات؛ 6. بخش اقتصاد اطلاعات. این پژوهش پیش‌نویسی از موضوع‌های سیاست علم و فناوری و نیز سیاست‌های در پیوندِ با این موضوع‌ها را به سیاست‌گذاران پیشنهاد می‌کند که می‌تواند در نگارش برنامۀ پنج‌سالۀ هفتم توسعۀ اقتصادی، اجتماعی و فرهنگی به‌کار رود. در این پژوهش، در زمینۀ هریک از هفده موضوع، سیاستی فرعی شناسایی شد و افزون بر سیاست، نیازمندی‌های انجام سیاست و سنجه هایی برای ارزیابی آن نیز پیشنهاد شد.

policy suggestions for the science and technology sector in the seventh five-year plan for economic, social, and cultural development based on the national-level policy documents

this study aimed to identify the science and technology policies based on the higher documents, and suggest some policies for the seventh five-year plan for economic, social, and cultural developments. this study employed a meta-analysis through qualitative approach on science and technology policies in the higher documents. these policies were categorized based on the thematic similarities and differences. these categories were labelled based on the political interpretations and analysis. these labels are the science and technology policy topics. finally, to edit these topics, 12 experts reviewed these perspectives. in this research, six macro-policy topics and 17 micro ones were identified. the six macro-policy topics were: 1. human resources and skills, 2. regulations and laws, 3. information infrastructures, 4. national, regional, and global connections, 5. information sector, 6. economic information sector. this study is a draft on the topics of science and technology policy, and a suggestion for the policy-makers which can all in all contribute to the seventh five-year plan for economic, social, and cultural developments. this research put forth 17 policy topics, some marginal ones as well as the policy requirements and evaluation criteria.
