تحلیل کاربست نظریۀ بازی در ارتقای شفافیت مالی شهرداری‌ها در ایران، ‌ناظر ‌بر ‌بند ‌18 سیاست‌های کلی ‌نظام‌ اداری کشور

در ایران، سیاست‌های کلان نظام و به‌خصوص سیاست‌های کلی نظام اداری، هم‌راستا با تحولات جهانی، بر رعایت اصل شفافیت به‌طور ویژه تاکید می‌کند. شفافیت مالی و اقتصادی از حوزه‌های مطرح در مقیاس مدیریت محلی است. نظریۀ بازی، به‌عنوان یکی از روش‌های پشتیبان تصمیم‌گیری در حل مسائل و مشکلات شهری، درحال تکامل فزاینده است. در این مقاله،‌برپایۀ بند 18 سیاست‌های کلی ‌نظام ‌اداری، شفافیت مالی شهرداری‌ها و مشارکت شهروندان، به‌عنوان دو بخش اصلی در بازی، بررسی شده است. بازی نشان می‌دهد شهرداری از طریق بالا بردن مشارکت می‌تواند شاخص‌های شفافیت را تحریک کند و آن‌ها را بهبود دهد. شاخص‌های شش‌گانۀ شفافیت را می‌توان به‌وسیلۀ مشارکت و مطالبات شهروندان در امور شهری ارتقا داد. درنهایت هر دو بازی نشان می‌دهد  که استراتژی بهینه وقتی حاصل می‌شود که هم شهرداری شفافیت داشته باشد و هم شهروندان در امور مشارکت کنند که این نیز موجب ارتقای سطح شفافیت شهرداری می‌شود. از طرفی بهترین استراتژی برای مردم نیز در همین حالت تعریف می‌شود که بیشترین سود به آن‌ها می‌رسد. اما بیشترین سود وقتی نصیب شهرداری می‌شود که مردم در هیچ‌یک از مراحل درخت بازی مشارکت نکنند و به‌عنوان شهروندی منفعل در شهر حضور داشته باشند که در این حالت، شرایط برای ایجاد فساد ناشی از عدم شفافیت مهیا می‌شود.

the application of game theory to improve financial transparency of municipalities based on article 18 of the general policies

in iran, the general policies, particularly the general policies of the administrative system following the global changes, focuses on transparency. financial and economic transparency is one of the main aspects of the local management. game theory, as a basic method of decision making in resolving urban problems, is modified day by day. this study, based on article 18 of the general policies of the administrative system, analyzes the financial transparency of the municipalities and people’s contribution, as two aspects of the game. the game shows that municipality stimulates the index of transparency via increasing the contribution. the six indexes of transparency can improve the city via the contribution and demand of the people. finally, both games show that the proper strategy can happen when the municipality has transparency and the people contribute which all in all can increase the municipality’s transparency level. on the other hand, the best strategy for the people is within the same line which benefits them most. but the most benefit goes to the municipality when people do not contribute in any levels of the game and play a passive role, which can increase the possibility of corruption due to the lack of transparency.
