بررسی اثر سرمایه‌گذاری بخش تعاون بر اشتغال در راستای سیاست‌های کلی اشتغال

امروزه معضل بیکاری یکی از چالش‌هایی است که کشور و به تبع آن استان سیستان و بلوچستان با آن مواجه است. از سوی دیگر، یکی از بخش‌هایی که می‌تواند باعث ایجاد اشتغال شود بخش تعاون می‌باشد. طبق سند چشم‌انداز 1404 و همچنین قانون برنامه‌های توسعه اقتصادی کشور به‌ویژه اصل 44 قانون اساسی، بخش تعاون به‌عنوان یکی از پایه‌های نظام اقتصادی کشور قلمداد شده و از دولت خواسته شده حمایت‌های مورد نیاز را با افزایش سهم فعالیت‌های اقتصادی بخش تعاونی جهت کمک به تامین عدالت اجتماعی، کاهش فقر و محرومیت و ایجاد اشتغال انجام دهد. از این رو، هدف از پژوهش حاضر، بررسی اثر سرمایه‌گذاری بخش تعاون بر اشتغال در مناطق مختلف استان سیستان و بلوچستان با استفاده از روش اقتصادسنجی فضایی می‌باشد. در این پژوهش از داده‌های مربوط به 50 شرکت تعاونی در مناطق مختلف استان سیستان و بلوچستان طی دورة 13961391 استفاده شده است. نتایج مدل‌های اقتصادسنجی فضایی نشان میدهد که میزان دستمزد پرداختی در بخش تعاون بیشترین میزان اثرگذاری مستقیم بر اشتغال استان را دارا می‌باشد. همچنین نتایج نشان می‌دهد که در بخش تعاون استان میان سرمایه‌گذاری و اشتغال ارتباط مثبتی وجود دارد. همچنین باتوجه به نتایج تخمین‌های مدل متغیر شاخص قیمت رابطة مثبت و معنی‌داری با اشتغال در بخش تعاون استان داشته است.

Investigating the investment effect of the cooperative sector on employment in line with the employment general policy

Nowadays, the problem of unemployment is one of the challenges facing the country and specially, the province of Sistan and Baluchestan. On the other hand, one of the sectors that can create employment is the cooperative sector. According to the Vision 1404 document and the Law on Economic Development Programs, and Article 44 of the Constitution, the cooperative sector is considered as one of the foundations of the country’s economic system and the government has been asked to provide the necessary support by increasing the share of economic activities in the cooperative sector to help for social justice, reduce poverty and deprivation, and create employment. Therefore, the aim of this study is to investigate the effect of investment in the cooperative sector on employment in different regions of Sistan and Baluchestan province using spatial econometric method. In this study, data related to 50 cooperative companies in different regions of Sistan and Baluchestan province during the period 13911396 have been used. The results of spatial econometric models show that the amount of wages paid in the cooperative sector has the highest direct impact on employment in the province. The results also show that there is a positive relationship between investment and employment in the province’s cooperative sector. Moreover, according to the estimates of the variable model, the price index has a positive and significant relationship with employment in the cooperative sector of the province.
