الزامات و ملاحظات نظارتی و کنترلی در مرحله تدوین سیاست‌های کلی نظام

سیاست های کلی نظام چارچوب‌ کلی برای جریان قانون‌گذاری، اجرایی و نظارتی نظام به محسوب می شوند. دغدغه اصلی نظام در سالهای اخیر، میزان و چگونگی تحقق سیاست های کلی و نظارت بر تحقق آن ها بوده است. در الگوهای فرآیندیِ نظارت و کنترل تحقق سیاست ها که مراحل قبل از اجرا (تدوین)، حین اجرا و پس از اجرا را شامل می شود، نظارت و کنترل پیشینی به اندازه نظارت و ارزیابی پسینی دارای اهمیت است. در مرحله تدوین و سیاست گذاری، توجه به «ویژگی های مطلوب» و «ملاحظات» ضروری یک سیاست کلی از منظر تحقق پذیری و نظارت پذیری، مساله اصلی پژوهش حاضر بوده است که بر اساس روش تحقیق آمیخته (کمی و کیفی)، نسبت به شناسایی و تبیین آن ها اقدام شده است. برای تحلیل و تفسیر داده‌های کیفی (مصاحبه‌ها) از روش‌ تحلیل مضمون و برای تحلیل داده‌های مرحله کمی (پرسش‌نامه) از آزمون‌های آماری استنباطی (معادلات ساختاری) استفاده شده است. در نتیجه پژوهش حاضر، 15 مولفه در بّعد «ویژگی ها» و 4 مولفه در بّعد «ملاحظات» تدوین سیاست های کلی، شناسایی و زیرمولفه های هریک از آنها نیز تبیین گردیده است.

Requirements and considerations of supervision and control at the stage of formulating the general policies of the system

The general policies of the system are the general framework for the legislative, executive and supervisory processes of the system. The main concern of the system in recent years has been the extent and manner of implementation of general policies and monitoring their implementation. In the process models of monitoring and controlling the implementation of policies, which include the stages before implementation (formulation), during implementation and after implementation, a priori monitoring and control is as important as posterior monitoring and evaluation. In the formulation and policymaking stage, paying attention to the &desirable characteristics& and &considerations& necessary for a general policy in terms of feasibility and controllability, has been the main issue of the present research, which is based on a mixed research method (quantitative and qualitative). These features and considerations have been identified and explained. Content analysis method was used to analyze and interpret qualitative data (interviews) and inferential statistical tests (structural equations) were used to analyze quantitative stage data (questionnaire). As a result of the present study, 15 components in the dimension of &characteristics& and 4 components in the dimension of &considerations& of general policy formulation, identification and subcomponents of each of them have been explained.
