شناسایی و دسته‌بندی معیارهایی برای تدوین سیاست‌های عمومی

هدف پژوهش حاضر، شناسایی معیارهایی برای تدوین سیاست‌های عمومی است. تحلیلگران سیاست نقش مهمی در مرحله تدوین سیاست ایفا می‌کنند. در مرحله تدوین سیاست ها، ابعاد و عوامل مشکلات سیاستی بررسی شده، گزینه های سیاستی و پیامدهای آنها شناسایی و مدون می‌شوند و گزینه‌های سیاستی مناسب برای هر مشکل، پیشنهاد می گردد. تدوین مناسب و دقیق سیاست های عمومی می تواند احتمال موفقیت و اثربخشی این سیاست ها را افزایش دهد. از این رو شناخت مرحله تدوین و احصاء معیارهایی برای تدوین خوب سیاست‌های عمومی ضروری است. در پژوهش حاضر با استفاده از روش تحلیل مضمون و با بررسی مطالعات و پژوهش های مربوط به تدوین سیاست‌، معیارهایی برای تدوین خوب سیاست‌ها، شناسایی و در پنج مضمون 1) معیارهای مربوط به ماهیت مسئله عمومی 2) معیارهای مربوط عوامل مسئله عمومی 3) معیارهای مربوط به بازیگران تدوین 4) معیارهای مربوط به راه حل های ارائه شده و 5) معیارهای مربوط به تعیین اهداف دسته بندی شده است. این معیارها می تواند راهنمای تحلیلگران، سیاستگذاران، سازمان‌ها و نهادهای ذیربط در تدوین سیاست‌های عمومی باشد.

Policy analysts have important role in Policy formulation. In the policy formulation stage, the dimensions and causes of policy problems are examined, policy options and their consequences are identified, and the appropriate policy option is proposed for each problem. Proper and accurate formulation of public policies can increase the probability of success and effectiveness of these policies. Therefore, it is necessary to know the formulation stage and identifying the criteria of good formulation of public policies. this research, by using of thematic analysis and by reviewing policy studies and researches, identified the criteria of good policy formulation and categorized in five themes 1) the nature of the public problem 2) the factors of the public problem 3) the formulation players 4) the policy options and 5) the policy objectives. These criteria can guide analysts, policymakers, organizations and relevant institutions in formulating the public policies.Key words: policy, policy making, policy formulation, good formulation, criteria.
