الزامات پیاده‌سازی آمایش سرزمین در فرایند مدیریت و توسعه کشور

آمایش سرزمین، تصویر سرزمینی توسعه و پیشرفت بلندمدت است. در حال حاضر، سازمان برنامه‌وبودجه به‌عنوان متولی مطالعات آمایش سرزمین، مشغول تدوین سند ملی آمایش سرزمین است. پس از پایان تدوین این سند، اجرای آن در دستور کار نهادهای مربوطه قرار خواهد گرفت. مرحله پیاده‌سازی طرح‌های کلان، مرحله مهمی است که عموما با چالش‌های فراوانی همراه است. مسئله‌ای که پیش از آغاز اجرای طرح آمایش سرزمین در کشور باید مورد بررسی قرار گیرد، الزامات پیاده‌سازی این طرح است. بررسی اسناد و مدارک مرتبط با آمایش سرزمین در دهه‌های گذشته حاکی است که هنوز الگوهای مناسبی برای اجرای آمایش سرزمین در کشور وجود ندارد. در پژوهش حاضر، با صاحب‌نظران مرتبط با موضوع، مصاحبه‌های نیمه‌ساخت‌یافته صورت پذیرفته است. مصاحبه‌ها با استفاده از تحلیل مضمون، نظام‌مند شده و الگوی الزامات پیاده‌سازی آمایش سرزمین استخراج گردیده است. این الگو دارای 6 بُعد اصلی، 17 مولفه و 34 زیرمولفه است. ابعاد اصلی این الگو عبارت‌اند از توجه به ماهیت آمایش، تدوین صحیح آمایش، مدیریت منابع انسانی، سازمان مجری توانمند، نظارت و بازخوردگیری مناسب و ملاحظه شرایط محیطی. با توجه به بررسی‌ها، تدوین صحیح طرح آمایش سرزمین و مدیریت منابع انسانی، بیشترین اهمیت را در پیاده‌سازی آمایش سرزمین دارا هستند.

Requirements of implementing for land management in the process of management and development of the country

Land management is the land image of longterm development and progress. Currently, the Planning and Budget Organization, as the custodian of land management studies, is developing a national land management document. After the completion of this document, its implementation will be on the agenda of the relevant institutions. The implementation phase of macroplans is an important phase that is generally associated with many challenges. An issue that must be considered before starting the implementation of the land management plan in the country is the requirements for the implementation of this plan. Examination of documents related to land management in the past decades shows that there are still no suitable models for land management in the country. In the present study, semistructured interviews were conducted with experts related to the subject. The interviews were systematized using thematic analysis and the pattern of land management implementation requirements was extracted. This template has 6 main dimensions, 17 components and 34 subcomponents. The main dimensions of this model are paying attention to the nature of planning, proper planning, human resource management, capable executive organization, proper monitoring and feedback, and consideration of environmental conditions. According to the studies, the correct formulation of land management plan and human resource management are of the greatest importance in the implementation of land management.
