ارزیابی وضعیت اجرای سیاست‌های کلی جمعیت (دوره 98-1390)

سیاست‌های کلی جمعیت یکی از مهمترین سیاست‌های کلی نظام است که در قالب 14 سیاست به تاریخ اردیبهشت ماه 1393 از سوی مقام معظم رهبری ابلاغ گردید. در این سیاست‌های کلی، از یک سو بر پویایی، بالندگی و جوانی جمعیّت کنونی کشور به عنوان یک فرصت و امتیاز تاکید شده و عامل جمعیت به عنوان نقش ایجابی در پیشرفت کشور اطلاق شده است. از طرف دیگر بر جبران کاهش نرخ رشد جمعیت و نرخ باروری سال‌های گذشته تاکید شده است. هدف مقاله حاضر ارزیابی و سنجش وضعیت اجرای سیاست‌های کلی جمعیت طی دوره 90 تا 98 برپایه ساخت شاخص ترکیبی است. نتایح حاصل حکایت از عدم تحقق اهداف کلان سیاستهای کلی جمعیت و روندی کاهنده در شاخص ترکیبی برآورده شده طی دوره 90 تا 98 است. از اینرو ضرورت دارد مسئولان کشور با جدیت به برنامه‌ریزی و رفع موانع تحقق سیاست‌های چهارده گانه اقدامات لازم مبذول دارند.

Measuring of success in the achievement of general policies on population(period 20112019)AbstractThe general policies on population had been set in 2014 by supreme leader as an important policy in Iran. The general policies on population is emphasised on the significance of the issue of population in achieving national power and improving the dynamism, development and youthful nature of the population of the country as an opportunity and advantage and with the purpose of making up for population decreases in recent years.The main purpose of current paper is measuring of success in the achievement of general policies on population in period of 20112019 by making the composite indicator. The results reveal the the composite indicator has decreasing trend and the key goals are not reached. Thus it is necessary to formulate comprehensive plans for achieving the goals and to adopt essential measure in a careful, rapid and powerful way.
