تبیین مفهوم و کاربرد شفافیت در عرصه حکمرانی و اداره امور دولتی

بیان مساله و هدف پژوهش: امروزه یکی از دغدغه های مهم دولت ها در عرصه حکمرانی و خط مشی گذاری، کارآمدی و دستیابی به اهداف، و مبارزه با فسادهای مختلف ازجمله اسراف و تبذیر است. بدین منظور دولت ها در تلاش‌اند با بهره گیری از رویکردها، روش ها و ابزارهای جدید، کم هزینه‌تر و کارآمدتر این اهداف را محقق کنند. یکی از مدرنترین رویکردها و ابزارهایی که دولت ها برای حکمرانی بهتر به کار میبرند، شفافیت میباشد. روش پژوهش: در این پژوهش با روش تحلیل متن و تحلیل اسنادی به مطالعه مبانی نظری و کارهای پژوهشی و همچنین مصداق های عملیاتی و کاربردی اجراشده سایر کشورها در حوزه شفافیت پرداخته میشود و مزایا، کارکردها و فواید شفافیت بیان میشود. یافته های پژوهش: بامطالعه پژوهش ها و تجربیات جهانی در حوزه شفافیت و مصادیق کاربردی ازجمله شفافیت در قراردادها، شفافیت جلسات شورایی، ارزیابی کارکنان و عملکرد مشخص میشود که شفافیت ابزار کارآمدی، مبارزه با فساد، کنترل، نظارت، کارآمدی و توانمندسازی خط مشی ها میباشد. نتیجه گیری: در پایان نیز مشخص میشود که رویکرد نوین و جدید شفافیت مطمئن ترین، موفقترین، ساده ترین، کم هزینه ترین روش برای افزایش کارآیی دولت، به اندازه سازی قامت دولت، افزایش تعامل مردم و دولت و مشارکت عمومی، و مبارزه با فساد و... است.
