چالش‌های نهادی بهره‌وری در نظام فنی و اجرایی کشور

طرح‌های عمرانی از عوامل توسعۀ اقتصادی کشور بشمار می‌روند که از طریق به حرکت درآوردن سرمایه‌گذاری‌های دولتی و خصوصی، به رشد اقتصادی کمک می‌نمایند. سالانه بخش عظیمی از سرمایه مملکت صرف اجرای این طرح‌ها می‌شود. با توجه به اهمیت اجرای پروژه‌ها در توسعۀ کشور از یک سو و صرف هزینه‌های هنگفت ملی، توجه به کارآمدی و کارایی آن‌ها حائز اهمیت است. اما بررسی بهره‌وری پروژه‌های عمرانی، نشانگر وضعیت نامطلوب آن‌ها است؛ بگونه‌ای که اکثر طرح‌های عمرانی با افزایش زمان و هزینه و عدم تحقق اهداف اولیه روبرو بوده‌اند. بنابراین شناسایی عوامل موثر بر بهره‌وری پایین نظام فنی و اجرایی کشور حائز اهمیت است. ماهیت مشکلات نظام فنی و اجرایی، فرافردی، ساختاری و نهادی است. از همین‌روی در این پژوهش با رویکردی نهادی، عوامل اثرگذار بر بهره‌وری پایین نظام فنی و اجرایی کشور را مورد بررسی قرار داده‌ایم. از ابزار مصاحبه جهت گردآوری اطلاعات استفاده شده است. نتایج تحقیق نشان می‌دهد عواملی مانند ضعف در ساختار حاکمیتی طرح‌های عمرانی، ناکارآمدی نهادهای تقنینی و قضایی کشور، عدم حاکمیت قانون، عدم التزام و اعتقاد به فرآیند برنامه‌ریزی در کشور، فشارهای سیاسی و حزبی نمایندگان و ... بر عملکرد نظام فنی و اجرایی اثرگذار است.

Institutional challenges of productivity in Iran engineering and executive system

Development programs are the pivot of the economy and, as a result, governmentfunded investments are realized, and along with private sector investment, will generate economic growth. Every year, a large part of country’s budget is spent on development programs’ implementation. Considering the importance of implementing projects in developing the country on one hand and spending a huge national budget on the other, it is important to pay attention to programs’ efficiency and effectiveness. The evaluation of development programs’ productivity does not indicate their favorable status, and most projects have experienced increasing time and cost. Therefore, it is important to identify the factors affecting the low productivity of Iran engineering and executive system. On the other hand, the nature of challenges in Iran engineering and executive system is structural and institutional. Therefore, in this research with an institutional approach, factors affecting the low productivity of Iran engineering and executive system have been examined. The interview was used to collect data. The results indicate that factors such as weakness in the governance structure, the ineffectiveness of legislative and judicial institutions, lack of commitment and belief in the planning process, political and partisan pressures of the deputies ... have effected on Iran engineering and executive system’s performance.
