واکاوی دلالت‌های خطّ‌مشی‌های کلان بر سیاستهای کلّی قضائی

در تدوین سیاست‌های کلان حوزه قضائی توجه به دلالت‌های سایر خطّ‌مشی‌های کلّی نظام برای دستیابی به همراستایی افقی بین همه خطّ‌مشی‌های کشور ضروری است. بنابراین، هدف اصلی این پژوهش شناسایی دلالت‌های سایر خطّ‌مشی‌های کلّی نظام برای سیاست‌های کلّی قضائی است. این پژوهش با روش دلالت‌پژوهی انجام شده است. براین اساس، ابتدا همه‌ 15 خط‌مشی کلی نظام در بازه سال‌های 1389 تا 1396 به‌مثابه «دال» برای سیاست های کلی قضایی گردآوری شدند و سپس، دلالت‌های هریک از بندهای خطّ‌مشی‌های کلّی برای ماموریت‌های دستگاه قضائی به‌مثابه «مدلول» شناسایی شدند. با کنار گذاردن دلالت‌های تکراری، نتایج پژوهش در 13 گزاره تنظیم و سازماندهی شده است. با عنایت به اهمیت موضوع پیش‌گیری در حوزه قضایی، اهم این گزاره‌ها بعضاً شامل آموزش جذاب مسائل عمومی، حقوقی و قضائی به مردم (توسعه فرهنگ و دانش حقوقی موردنیاز عامّه در جامعه)، ارتقای مستمر شاخص‌های قضائی، بهبود مستمر فضای کسب‌وکار و نقش‌آفرینی فعّال در موضوع «آسیب‌های اجتماعی» می‌باشد.

exploring the implications of metapolicies for judicial metapolicies

In the formulation of Judiciary metapolicy, attention to implications of state metapoliceis is necessary to achieve horizontal alignment among all policies. Therefore, the goal of this research is to identify the implications of other state metapoliceis for judicial metapolicies. This research has been done by means of research marking.Accordingly, first, all 15 general policy lines of the system were collected for the general judicial policies between 1389 to 1396 as signifier, and then, the implications of each metapoliceis line for the judicial system missions were identified as signified. The results of the research are presented in 13 propositions by deleting the duplicate implications of other state metapoliceis for Judiciary metapolicy. Putting the duplicate implications together, the research results are set and organized in 13 propositions. Given the importance of prevention in the judiciary, the most important of these propositions sometimes include the attractive education of legal and judicial issues for the people (Development Popular culture and knowledge in the community), continuous promotion of judicial indicators, continuous improvement of the business environment and achievement of the first place in the region, an active role in the topic of social harm.
