امنیت و توسعه؛ تاثیر گفتمان‌های امنیت ملی بر برنامه‌های توسعه در جمهوری اسلامی ایران

امنیت و توسعه در جهان کنونی دو مقوله مهم و حیاتی برای دولت‌ها می‌باشند و به همین دلیل اندیشمندان به لحاظ نظری تلاش بسیاری جهت تبیین نسبت میان آنها داشته‌اند. برقراری این نسبت در کشورهای در حال توسعه مانند ایران نیز با توجه به غلبه رویکردهای امنیتی و اولویت امنیت نسبت به توسعه، با دشواری‌های بیشتری همراه بوده است. با توجه به اهمیت موضوع در این پژوهش به بررسی تاثیر گفتمان‌های امنیتی بر برنامه‌های توسعه در جمهوری اسلامی پرداخته‌ایم. پرسش اصلی این است که گفتمان‌های امنیت ملی چه تاثیری بر برنامه‌های توسعه در جمهوری اسلامی ایران داشته‌اند؟ در پاسخ به این پرسش بر این فرضیه تاکید می‏‏ شود که تضاد گفتمان امنیتی هویت‌گرا با گفتمان امنیتی توسعه‌گرا باعث عدم انسجام محتوایی و عدم دستیابی به اهداف اجرایی برنامه‌های توسعه در جمهوری اسلامی ایران شده است. برای آزمون این فرضیه پس از بررسی‏ های تاریخی و نظری لازم ابتدا با بهره‌گیری از روش تحلیل گفتمان دو گفتمان امنیتی هویت‌گرا و توسعه‌گرا را شناسایی کرده و نگرش آنها نسبت به امنیت و توسعه را تبیین نموده‌ایم. سپس با تحلیل محتوای برنامه‌های توسعه و در نظر داشتن عملکرد آنها نشان داده‌ایم که دلیل عدم دستیابی به اهداف برنامه‌های توسعه، تضاد میان گفتمان‌های امنیتی بوده است.

Security and Development; The Impact of National Security Discourses on Development Plans In the Islamic Republic of Iran

Security and development are two important and crucial issues for governments in the current world and for this reason, thinkers have made lots of efforts to explain the nexus between them. Establishing this relationship is difficult in developing countries like Iran, due to the overcoming of security approaches and security priorities on development. Considering the importance of the issue, in this study we have examined the impact of security discourses on development plans in the Islamic Republic of Iran. The main question of the research is how have national security discourses influenced development plans in the Islamic Republic of Iran? In response to this question, it is emphasized that the contradiction between identitybased security discourse and developmental security discourse has caused inconsistency in content and lack of achievement to goals of the development plans in the Islamic Republic of Iran. To examine this hypothesis, using discourse analysis method, the first attempt was identifying identitybased and developmental security discourses and those attitudes toward security and development through the historical and theoretical reviews. In the next step, by analyzing the content of development plans and considering their performance, we have shown that the reason for not achieving the goals of development plans was the contradiction between those and the security discourses.
