جایگاه و نقش سیاست گذاری در کاوش و بهره برداری از فضای ماورای جو

سیاست گذاری فضایی، فرایند تصمیم سازی یا تصمیم گیری در خصوص خط مشی ها و کاربست رهنمود های عمومی یک دولت یا گروهی از دولت ها برای کاوش و بهره برداری از فضای ماورای جو است. اثر مولفه های سیاسی بر کاوش و بهره برداری از فضای ماورای جو بر کسی پوشیده نیست؛ رقابت راهبردی دو ابرقدرت میانه ی قرن بیستم و اولویت بندی کاوش فضا برای دستیابی به برتری سیاسی و ایدئولوژیک از سوی آنان موجبات رشد و شکوفایی صنعت فضایی را فراهم کرد. اما سیاست های فضایی کشورهای پیشرو و فعالان تازه وارد عرصه ی فضا در قرن حاضر به چه ترتیب و در چه قالبی سامان یافته است؟ گذشته از این، در مقاله ی حاضر سیاست گذاری فضایی در جمهوری اسلامی ایران که در برخی از اسناد بالادستی از جمله سند جامع توسعه ی هوافضا، نقشه ی جامع علمی کشور، قانون برنامه ی پنج ساله ی پنجم و سیاست های کلی برنامه ی ششم توسعه به طور مستقیم و غیرمستقیم مورد توجه قرار گرفته است، بررسی و تحلیل می شود.

The Role of PolicyMaking in the Exploration and Exploitation of Outer Space

This article aims to analyze the importance of policy making as a deciding factor in regulating the activities of States in exploration and use of outer space, determining and prioritizing budget allocation in space matters, maximizing the national potential and creating prestige in the international arena. Moreover, this paper takes under consideration the interaction between law and policy with regards to the final frontier. This task is mainly achieved through a review of some of the leading spacefaring nations’ space policies and strategies. Moreover, the issue of space policy making in Iran is also analyzed by a look through the pertinent upstream documents prepared by various legislative and policymaking bodies of the country. It is proposed that the Iranian decisionmakers should take the final leap from policy making to legislation in order to reap the financial and technological benefits of the outer space and provide security and assurance in furtherance of international cooperation.
