تحلیل کاربردی سیستم مدیریت و خدمات نجات غریق ساحلی کشور (مطالعه استان گیلان)

هدف: هدف از این پژوهش تحلیل کاربردی سیستم مدیریت و خدمات نجات غریق ساحلی در استان گیلان بود. روش ‌شناسی: روش تحقیق از نوع مطالعات راهبرد مبتنی بر روش توصیفی – پیمایشی است. جامعه آماری شامل مدیران و کارشناسان سازمانی، مربیان و منجیان غریق ساحلی در استان گیلان بود. نمونه آماری به تعداد 76 نفر (هدفمند) انتخاب و نظرخواهی شد. ابزار اصلی پژوهش پرسشنامه مستخرج از بخش کیفی بود. روایی ابزارها ابتدا بر اساس اعتبار حقوقی و علمی منابع اطلاعاتی و انسانی، روایی محتوایی (9 نفر) و پایایی آن نیز از طریق ضریب آلفای کرونباخ تایید گردید (ارزیابی: 0/88، چالش: 0/85، راهکار: 0/91). روش تحلیل یافته‌ها شامل آمار توصیفی در نرم‌ افزار spss بود. یافته ‌ها: چارچوب تحلیل تعیین شده شامل مولفه‌ها و رویکردهای ارزیابی، چالش ها و راهکارها به تفکیک هشت منظر اشتغال و آموزش منجیان، مالی و تامینی، امکانات و خدمات، ساختاری و نهادی، فرهنگی و مشارکتی، عملیات ساحلی، مدیریت اجرایی و زیست‌محیطی بود. نتایج بخش ارزیابی نشان داد که منظر عملیات ساحلی (4/38) دارایی بهترین وضعیت و منظر زیست‌محیطی (1/98) دارای بدترین وضعیت بودند. در بخش چالش ها بیشترین تاثیر برای چالش های فرهنگی و مشارکتی (5/13) و کمترین تاثیر برای چالش های امکانات و خدمات (4/28) ارزیابی شد. در بخش راهکارها نیز راهکارهای اشتغال و آموزش منجیان (5/20) دارای بیشترین اولویت و راهکارهای زیست‌محیطی (4/01) دارای کمترین اولویت بودند. نتیجه ‌گیری: بر اساس یافته های پژوهش می توان گفت که در همه منظرهای هشت گانه وضعیت پایین تر از انتظار و چالش‌ های اساسی و متنوع وجود دارد و همه راهکارهای پیشنهادی دارای اهمیت اجرایی بالا هستند. به‌طور مشخص پیشنهاد می شود مدیران به تناظر شاخص ها، چالش ها و راهکارهای بین منظرهای هشت گانه توجه نمایند.

applied analysis of coastal lifeguard management system and services (study of guilan province)

objective: the purpose of this study was applied analysis of coastal lifeguard management system and services in guilan province.methodology: the research method is a strategy study based on a descriptive-survey method. the statistical population included managers and organizational experts, coaches and lifeguards in guilan province. a statistical sample of 76 people (targeted) was selected and polled. the main research tool was a questionnaire extracted from the qualitative section. the validity of the tools was first confirmed based on the legal and scientific validity of information and human resources, content validity (9 people) and its reliability was confirmed by cronbach’s alpha coefficient (evaluation: 0.88, challenge: 0.85, solution: 0.91). the analysis method included descriptive statistics in spss software.findings: defined analysis framework including components and approaches of evaluation, challenges and solutions by eight perspectives of employment and training of saviors, financial and security, facilities and services, structural and institutional, cultural and participatory, coastal operations, management it was executive and environmental. the results of the evaluation section showed that the coastal operations landscape (4.38) had the best condition and the environmental landscape (1.98) had the worst condition. in the challenges section, the highest impact was assessed for cultural and participatory challenges (5.13) and the lowest impact for facilities and services challenges (4.28). in the solutions section, the employment and training strategies of the rescuers (5.20) had the highest priority and the environmental solutions (4.01) had the lowest priority.conclusion: based on the research findings, it can be said that in all eight perspectives, the situation is lower than expected and the basic and various challenges and all the proposed solutions are of high practical importance. it is explicitly suggested that managers pay attention to the correspondence of indicators, challenges and solutions between the eight perspectives.
