واکاوی وضعیت سیاست گذاری در ورزش تربیتی افراد دارای معلولیت

هدف پژوهش حاضر واکاوی وضعیت سیاستگذاری در ورزش تربیتی افراد دارای معلولیت بود. این پژوهش به لحاظ هدف کاربردی و از نوع پژوهش‌های کیفی بود که با روش‌های تحلیل محتوا و تحلیل مضمون انجام شد. در بخش تحلیل محتوا، قوانین و مقررات مربوط به ورزش تربیتی مورد بررسی قرار گرفت و در بخش تحلیل مضمون جامعه آماری شامل مسئولین سازمان آموزش و پرورش استثنایی، مسئولین ورزش دانش‌آموزی و ورزش دانشگاهی متخصصان ورزش کودکان دارای معلولیت، خبرگان مدیریت ورزشی و قهرمانان ورزشی دارای معلولیت بودند. در بخش تحلیل محتوا، گردآوری داده‌ها به صورت اسنادی و کتابخانه‌ای بود و در بخش تحلیل مضمون برای گردآوری داده‌ها از مصاحبه‌های عمیق نیمه ساختار یافته استفاده شد. محققین پس از انجام 12 مصاحبه به اشباع نظری رسیدند، اما برای افزایش ضریب اطمینان، 3 مصاحبه دیگر انجام شد (15= تعداد). یافته‌ها نشان داد عوامل متعددی بر سیاستگذاری در این بخش اثرگذار است که شامل عوامل تقنینی، اجرایی، اقتصادی، فرهنگی_ اجتماعی، رسانه‌ای و ساختاری است. بنابراین برای برون رفت از شرایط فعلی و بهبود وضعیت ورزش تربیتی افراد داری معلولیت باید در گام نخست قوانین و مقررات بازنگری شده و متولی اصلی ورزش تربیتی مشخص گردد و در زمینه اجرایی و مدیریتی تا حد امکان از افراد توانمند ورزشی که دارای معلولیت دارند. استفاده شود.

analyzing the policy situation in educational sports for persons with disabilities

the purpose of the present study was to analyze the policy-making situation in educational sports forpersons with disabilities. this research was applied in terms of purpose and of the qualitative researchtype, which was conducted through content analysis and theme analysis. in the content analysissection, the rules and regulations related to educational sports were examined, and the statisticalpopulation included the officials of the exceptional education organization, the officials of studentsports and university sports, sports specialists for children with disabilities, experts in the area ofsports management and sports champions with disabilities. data collection in the content analysiswas done through documents and library studies, and in the thematic analysis section, the data weregathered by depth semi-structured interviews. the researchers reached theoretical saturation afterconducting 12 interviews, but to increase the confidence factor, 3 more interviews were conducted (n=15). the findings showed that several factors have effect on policy-making in this sector, includinglegislative, executive, economic, social-cultural, media and structural factors. therefore, in order toget out of the current situation and improve the situation of educational sports for persons withdisabilities, in the first step, the laws and regulations should be revised and the main guardian ofeducational sports should be identified. then, according to the population of students with disabilities,funds should be allocated for their educational sports, and in the part of executive and management,qualified sports people with disabilities should be used as much as possible.
