نقد و ارزیابی ایده دانشگاه جامعه‌محور در ایران از دیدگاه خبرگان علمی

پژوهش حاضر با هدف نقد و ارزیابی دانشگاه جامعه‌محور در نظام آموزش عالی ایران اجرا شد. بدین‌منظور، به‌طور هم‌زمان از روش مطالعه اسنادی و مصاحبه با متخصصان استفاده شد. میدان پژوهش شامل مهم‌ترین متون اسنادی درباره وضعیت دانشگاه جامعه‌محور در ایران و مصاحبه با صاحب‌نظران آموزش عالی بود. نمونه‌گیری به روش هدفمند بوده و از پانزده سند علمی به‌عنوان نمونه نوشتاری استفاده شد. همچنین با دوازده نفر از متخصصان آموزش عالی، مصاحبه‌ای به روش هدفمند و از نوع گلوله‌برفی انجام گرفت. برای تحلیل داده‌ها از روش تحلیل مضامین استفاده شد. سپس مضامین استخراج شده در سه سطح، گفتمان اول، گروه موافقان (برون‌گرا)؛ گفتمان دوم، گروه مخالفان (درون‌گرا) و گفتمان سوم، گروه موافقان مشروط، دسته‌بندی و ارائه شد. ارزیابی‌های خبرگان نشان می‌دهد که وضعیت دانشگاه جامعه‌محور متاثر از مداخلات بیرونی بوده و بیشتر مشکلات مربوط به تحقق نیافتن دانشگاه جامعه‌محور در ایران به ریشه‌های تاریخی، سیاسی، اجتماعی، اقتصادی و فرهنگی برمی­گردد. همچنین، الگوی مفهومی دانشگاه جامعه‌محور در ایران با یازده مولفه اصلی (تناسب با بافتارایران، مسئولیت‌پذیری، ارتباط و تعامل، توسعه عدالت، توسعه دانشآموزش و پژوهش، اقتصاد و فناوری، فرهنگ دانشگاهی، استقلال دانشگاهی، رهبری و مدیریت، توانمندسازی و توسعه پایدار) طراحی شد. ارزیابی خبرگان بیانگر این است که در مولفه‌های یازده‌گانه وضعیت مطلوب نبوده است.

Criticism and Evaluation of the Idea of Communitybased University in Iran: The Viewpoint of Scientific Experts

The purpose of this study is to criticize and evaluate the role of communityoriented university in the Iranian higher education system which has been conducted with the help of documentary study and interviewing experts simultaneously which has consisted of the most essential written texts about the conditions of communityoriented university in Iran and interviewing higher education experts has done as well. A purposeful random sampling based on qualitative research strategies has done and fifteen scientific documents were used as written samplings and interviewing twelve experts of higher education by means of a purposeful method of snowball was used as well. The collected data was analyzed through discourse analysis which divided into three categories: the first discourse (agreement), the second one (opposition) and the third one (contingent). The results of the study indicated that the status of communityoriented university influenced by the power of political groups with respect to historical, political, social, economic and cultural aspects and also most of the problems of nonrealization of communityoriented university in Iran are based on eleven main components of being fit into Iranian context, responsibility, communication and interaction, development of justice, academic culture, economics and technology, university culture, university independence, leadership and management, empowerment and sustainable development were designed. Finally, the experts’ assessment indicated that because of shortage of necessary background in these eleven components, the status of communityoriented university was not in a desirable situation.
