چالش‌های نظام آموزش عالی در موضوع قومیت و راهبردهای سیاست‌گذاری

بررسی اسناد بالادستی نشان‌دهنده نبود سیاست‌های روشن دربارۀ مسائل گروه‌های قومی در نظام آموزش عالی کشور است. بی‌توجهی به هویت‌های مختلف و تنوع قومیتی در محیط‌های دانشگاهی، همچنین عدم شناسایی و معرفی‌ فرهنگ‌های اقوام مختلف، تبعات و چالش‌هایی را در آموزش عالی به‌دنبال دارد؛ از این‌رو در این نوشتار، چالش‌های نظام آموزش عالی در موضوع قومیت و راهبردهای سیاست‌گذاری قومی، در مطالعه‌ای کیفی با روش دلفی کشف شد. بدین‌منظور مصاحبۀ نیمه‌ساختاریافته با پانزده عضو هیئت‌علمی و کارشناسان فرهنگی دانشگاه‌ها صورت گرفت. این افراد از اقوام مختلف، رشته‌ها و رتبه‌های متفاوت دانشگاهی و دارای آثار علمیپژوهشی در بحث قومیت هستند. در این پژوهش، تجزیه و تحلیل داده‌های کیفی به روش «تحلیل تماتیک» نشان می‌دهد چالش‌های آموزش عالی در بحث قومیت در سه حوزۀ سیاسی، آموزشی و فرهنگی مطرح است. مهم‌ترین چالش‌های حوزۀ سیاسی عبارت‌اند از: پارادوکسیکال نشان‌دادن تقویت هویت قومی در برابر هویت ملی، احتمال قومیت‌گرایی در دانشگاه‌ها، سلیقه‌مداری روسا و مدیران در موضوع قومیت‌ها، سیاسی‌شدن موضوع قومیت‌ها در دانشگاه‌ها و مواجهۀ غیرعلمی با موضوع قومیت در دانشگاه. در حوزۀ قومیت و آموزش، دانشگاه‌ها با چالش‌هایی نظیر رویارویی غیرعلمی با موضوع قومیت در دانشگاه، عدالت آموزشی، آموزش زبان مادری، ایجاد رشتۀ ادبیات قومی و بومی‌گزینی دانشجویان و استادان مواجه هستند. چالش‌های حوزۀ قومیت و فرهنگ در آموزش عالی عبارت‌اند از: ضعف مدیریت فعالیت‌های فرهنگی قومیت‌ها، مسائل نشریات دانشجویی، جشنواره‌های هنری و فرهنگی، انجمن‌های ادبی و به‌کارگیری نمادهای قومی.

Higher Education Challenges about Ethnicity and Policy Making Strategies

High level documents assessment suggests lack of clear policies on the issues of ethnic groups in the country’s higher education system. Ignoring the existence of different identities and ethnic diversity in academic environments, as well as the failure to identify and introduce the cultures of different ethnic groups, have consequences and challenges in higher education. In this regard, this paper is to explore the challenges of higher education system in the issue of ethnicity and ethnic policy making strategies by using Delphi qualitative study. So, semistructured interviews were made with 15 faculty members and cultural experts from universities of different ethnic backgrounds and different academic disciplines and grades, who had studied ethnicity. The analysis of qualitative data by “thematic analysis” shows that the challenges of higher education in discussing ethnicity are in three fields: political, educational, and cultural. The most important challenges encountered in the political arena are: paradoxical showing the strengthening of ethnic identity against national identity, the probability of ethnocentrism in universities, stylecentered manner of chiefs and managers on ethnicity, the politicization of ethnicity in universities and nonacademic exposure to ethnicity at the university. In the field of ethnicity and education, universities faced challenges such as nonacademic encounter with the subject of ethnicity at the university, educational justice, mother language education, the establishment of the field of ethnic literature and nativeselection of students and professors. Challenges in the field of ethnicity and culture in higher education are: weakness in the management of cultural activities of ethnicities, issues of student publications, artistic and cultural festivals, literary associations, and the use of ethnic symbols.
