جایگاه فرهنگ سیاسی در تحولات افغانستان (از سقوط طالبان تا قدرت یافتن مجدد آن‌ها)

هدف: بدیهی است که رفتار سیاسی یک ملت برخاسته از فرهنگ سیاسی آن جامعه است که سرنوشت آنها را رقم خواهد زد و وضعیت فعلی آن‌ها نیز نشان از فرهنگ سیاسی‌ای است که در نسل‌های گذشته نهادینه شده است. این پژوهش با هدف بررسی جایگاه فرهنگ سیاسی در تحولات افغانستان از سقوط طالبان تا حاکمیت مجدد آن‌ها انجام شده است.روش: داده‌های این پژوهش بوسیله مصاحبه نیمه ساختاریافته با 35 نفر از افرادی با ملیت افغانستانی انجام شده است. مصاحبه‌ها به روش گرندد تئوری، کدگذاری، و سپس مضمون‌های آن‌ها استخراج و تحلیل شده است.یافته‌ها: طبق یافته‌های این پژوهش، بستری که در فراخور یک فرهنگ سیاسی قومی که در تمامی سطوح جامعه افغانستان شکل گرفته در کنار عللی چون عملکرد ضعیف و فاسد دولت و مداخله عواملی ناشی از عملکرد منفی نهادهای سیاسی باعث شد تا راهبرد ملت افغانستان در واکنش به این شرایط، ابراز احساس تنفر و سرشکستگی نسبت به دولت و قطع امید و مایوسی نسبت به آن باشد. پیامد این فرایند نیز این بود که افغانستان بدلیل نداشتن بستر اجتماعی لازم و ضعف ساختاری هنوز راه درازی برای رسیدن به دموکراسی در پیش دارد. ماحصل این رویه‌ نادرست نیز مهیا شدن شرایط لازم برای حاکمیت مجدد طالبان بود.نتیجه‌گیری: علیرغم تسلط دوباره طالبان بر افغانستان بعد از وقایع بسیاری که در این کشور بعد از سقوط آن‌ها در سال 2001 اتفاق افتاد، اما بدیهی است که افغانستان غنی و عظیم با چالش‌های بسیار زیادی تحت حاکمیت طالبان مواجه خواهد شد که نیاز آنها را به تخصص‌گرایی، مبادله و سازش با دنیا و همچنین نگاه برابر به اقوام و مذاهب بیش از پیش نمایان خواهد ساخت.

the role of political culture in the transformations of afghanistan (from the fall of the taliban to their return to power)

purpose: it is evident that the political behavior of a nation arises from its political culture, which will shape its destiny, and the current situation reflects the political culture that has been ingrained in past generations. this research aims to examine the role of political culture in the transformations of afghanistan from the fall of the taliban to their renewed rule.method: the data for this research were collected through semi-structured interviews with 35 individuals of afghan nationality. the interviews were analyzed using grounded theory, coding, and thematic analysis.findings: according to the findings of this research, a backdrop of a national political culture that has taken shape at all levels of afghan society, alongside factors such as weak and corrupt government performance and interventions from negative political entities, led to the afghan nation expressing feelings of resentment and disillusionment toward the government, as well as a sense of hopelessness and despair. the consequence of this process is that afghanistan, due to a lack of necessary social infrastructure and structural weaknesses, still faces a long road to achieving democracy. this improper course of action also paved the way for the resurgence of the taliban’s rule.conclusion: despite the renewed dominance of the taliban in afghanistan after numerous events that occurred in the country following their fall in 2001, it is evident that afghanistan, with its significant challenges, will need expertise, diplomacy, and global integration more than ever before. it will also require a more inclusive approach to ethnic and religious groups.
