چکیده
|
هدف: این مقاله به مقایسه قدرت نرم و روابط فرهنگی ایران و ترکیه در جمهوریهای قفقاز جنوبی میپردازد و دیپلماسی فرهنگی هردو کشور در این منطقه را به ویژه پس از فروپاشی اتحاد جماهیر شوروی مقایسه مینماید. هدف از انجام این پژوهش، بررسی میزان موفقیت دیپلماسی فرهنگی ایران در منطقه قفقاز جنوبی در مقایسه با دیپلماسی فرهنگی ترکیه در این منطقه است.روششناسی: این مقاله با تکیه بر نظریه دیپلماسی فرهنگی به روش توصیفی-تحلیلی و به شیوه مقایسهای، دیپلماسی و روابط فرهنگی ایران و ترکیه را در منطقه قفقاز جنوبی بررسی میکند.یافتهها: ترکیه با بسط قابل توجه روابط فرهنگی خود با جمهوری آذربایجان و گرجستان با استفاده از ابزارهای مختلف و موضعگیریهای سیاسی کاملاً فعالانه در مقایسه با ایران که از ابزارهای کمتری بهره برده و در مسائل سیاسی قفقاز جنوبی عمدتاً نقش بیطرفانهای ایفا کرده به نوعی موفقتر عمل کرده است. هرچند ایران به لحاظ تاریخی، تمدنی، فرهنگی و مذهبی از ظرفیتهای بیشتری برای موفقیت و نفوذ بیشتر در قفقاز جنوبی برخوردار است؛ اما در به فعلیت درآوردن این ظرفیتهای بالقوه چندان موفق نبوده است.نتیجهگیری: به نظر میرسد یکی از دلایل ضعف دیپلماسی فرهنگی ایران در قفقاز در مقایسه با ترکیه میتواند توجه بیشتر تهران به کشورهای عربی غرب آسیا باشد؛ برخلاف تاکیدی که ترکیه بر اولویت توسعه مناسبات خود با کشورهای ترکزبان آسیای مرکزی و قفقاز دارد و در این رهگذر و با رویکردی منطقهگرایانه، روابط فرهنگی خود با گرجستان و تاجیکستان و حتی ارمنستان را نیز گسترش میدهد.

Abstract
|
objective: this paper compares the soft power and cultural relations of iran and türkiye in the south caucasus republics and compares the cultural diplomacy of both states in this region, especially after the collapse of the soviet union. the purpose of this research is to investigate the success rate of iran’s cultural diplomacy in the south caucasus region compared to türkiye’s cultural diplomacy in this region.method: this paper relies on the theory of cultural diplomacy, examines the diplomacy and cultural relations of iran and türkiye in the south caucasus region in a descriptive-analytical and comparative manner.results: türkiye has somehow been more successful by significantly expanding its cultural relations with the republic of azerbaijan and georgia by using various tools and quite active political stances, compared to iran, which has used fewer tools and has mostly played a neutral role in the political issues of the south caucasus. although, historically, civilizationally, culturally, and religiously, iran has more capacities for success and greater influence in the south caucasus; but it has not been very successful in actualizing these potential capacities.conclusion: it seems that one of the reasons for the weakness of iran’s cultural diplomacy in the caucasus compared to türkiye could be tehran’s greater attention to the arab states of west asia; contrary to türkiye’s emphasis on the priority of developing its relations with the turkic-speaking states of central asia and the caucasus, and in this way and with a regionalist approach, it also expands its cultural relations with georgia, tajikistan, and even armenia.
