   بررسی جایگاه اسلام و مسلمانان در سیاست خاورمیانه ای روسیه، پس از انقلاب های عربی

چکیده    هدف: اگرچه فدراسیون روسیه، به ندرت به عنوان کشوری با هویت اسلامی شناخته می شود، اما اسلام همواره دومین دین بزرگ این سرزمین بوده است. با وجود برآوردهای متفاوت از تعداد مسلمانان روسیه، بر اساس برخی آمارها، این کشور جمعیتی حدود 25 میلیون مسلمان از نژادهای مختلف قومی را در خود جای داده است. طبق این داده ها، می توان ارزیابی نمود که روسیه دارای بیشترین جمعیت اقلیت مسلمان در کل اروپاست. رهبران و سیاست مداران روسیه، به طور مکرر بر اهمیت دین اسلام به عنوان بخشی جدایی ناپذیر از ساختار فرهنگی و اجتماعی این کشور تاکید می‌کنند. اهمیت روزافزون اسلام در روسیه، سرنوشت سیاسی این کشور را در سه بعد تعادل جمعیتی، موقعیت منطقه ای و بین المللی و دگرگونی هویت ملی تحت تاثیر قرار داده است؛ لذا هدف اصلی پژوهش حاضر، بررسی نقش و جایگاه اسلام و مسلمانان در روسیه (به عنوان میراث دار نظام کمونیستی شوروی) در سیاست خارجی مسکو بوده و سوال محوری آن، چیستی جایگاه اسلام و مسلمانان در سیاست خاورمیانه ای روسیه، پس از انقلاب های عربی تا کنون است.روش: این مقاله، به روش توصیفی – تحلیلی و با استفاده از منابع اسنادی – کتابخانه‌ای نگارش شده ‌است.یافته ها: یافته های پژوهش، نشانگر آن است که با توجه به نقش آفرینی دین اسلام و مسلمانان در روند شکل گیری هویت، مناسبات داخلی و تعاملات بین المللی روسیه و همچنین تاثیر عامل اسلام بر تحولات و دورنمای مسائل امنیتی روسیه، سیاست خارجی این کشور در مقطع پس از وقوع انقلاب های عربی تاکنون، مبتنی بر مبارزه با بنیادگرایی دینی، پرهیز از ورود به شکاف های مذهبی شیعه – سنی و تلاش برای بهبود تصویر روسیه در میان جوامع اسلامی سنی مذهب در منطقه خاورمیانه بوده است.نتیجه گیری: مقاله حاضر به این نتیجه رسیده است که پس از انقلاب های عربی، روسیه با درک تهدید بنیادگرایی اسلامی و گسترش آن در جمهوری های مسلمان نشین خود از سوی کشورهای اسلامی سنی مذهب، سیاست متوازنی در قبال کشورهای اسلامی خاورمیانه اتخاذ نموده است. لذا انتظار می رود؛ نقش اسلام در سیاست خارجی روسیه افزایش یابد و دولتمردان روسی، تمایل بیشتری به تعامل سازنده با کشورهای اسلامی خاورمیانه پیدا کنند. افزایش روزافزون گرایش شهروندان روسی به اسلام، بر وضعیت داخلی روسیه و گزینه های سیاست خارجی آن در میان مدت و بلندمدت تاثیر می گذارد.

   examining the position of islam and muslims in russia’s middle east policy after the arab revolutions

Abstract    objective: although the russian federation is rarely known as a country with an islamic identity, islam has always been the second largest religion in this land. despite different estimates of the nubjmber of muslims in russia, according to some statistics, this country has a population of about 25 million muslims of various ethnic races. according to these data, it can be assessed that russia has the largest muslim minority population in the whole of europe. russian leaders and politicians repeatedly emphasize the importance of islam as an integral part of the country’s cultural and social structure. the increasing importance of islam in russia has affected the political destiny of this country in three dimensions: demographic balance, regional and international position, and the transformation of national identity. therefore, the main goal of the current research is to investigate the role and position of islam and muslims in russia (as the inheritor of the soviet communist system) in moscow’s foreign policy, and its central question is what is the position of islam and muslims in russia’s middle east policy after the arab revolutions until now. is.method: this article has been written in a descriptive-analytical method using documentary-library sources.findings: the findings of the research indicate that, considering the role played by islam and muslims in the process of forming russia’s identity, domestic relations and international interactions, as well as the impact of the islamic factor on the developments and prospects of russia’s security issues, the country’s foreign policy in the period after the arab revolutions, until now, it has been based on the fight against religious fundamentalism, avoiding entering the shia-sunni religious divide and trying to improve the image of russia among the sunni islamic communities in the middle east region.conclusion: the present article has come to the conclusion that after the arab revolutions, russia, realizing the threat of islamic fundamentalism and its spread in its muslim republics from the sunni islamic countries, has adopted a balanced policy towards the islamic countries of the middle east. . therefore, it is expected that the role of islam in russia’s foreign policy will increase and russian statesmen will be more willing to interact constructively with the islamic countries of the middle east. the increasing tendency of russian citizens towards islam affects the internal situation of russia and its foreign policy options in the medium and long term.
