بررسی تاثیر اسلام‌گرایی اخوانی بر شکل‌گیری الگوی توسعه ملی در قطر (2011-2022)

هدف: کشور پادشاهی قطر نیز یکی از کشورهای اسلامی پیشرو در زمینه توسعه است که تاکنون دو سند راهبرد توسعه ملی در دوره سال‌های 2011 - 2016 و نیز 2018 - 2022 تدوین کرده است. هدف از این نوشتار، ارائه پاسخی تحلیلی به این پرسش است که الگوی اسلام‌گرایی اخوانی چگونه بر فرایند ساخت الگوی توسعه ملی قطر به عنوان «نرم افزار» و «ایدئولوژی توسعه» نقش‌آفرینی داشته است؟ روش: با توجه به این که اخوان‌المسلمین در قطر از انتشار بسیاری از اسناد راهبردی خود خودداری کرده است و به نوعی اخوان در قطر در وضعیتی همچون یک جعبه سیاه قرار دارد؛ لذا وجه اکتشافی مقاله برجسته خواهد بود. از همین رو، در این مقاله از روش تحلیلی – توصیفی بهره‌ گرفته شده تا توصیفی دقیق از نحوه تاثیرگذاری خوانش اسلام‌گرایانه اخوانی بر ساخت الگوی بومی توسعه در قطر ارائه شود.یافته: یافته‌های پژوهش حکایت از آن دارد که اندیشه اخوانی در پنج حوزه «رویکرد به دین»، «رویکرد به پیشرفت»، «مبانی دینی پیشرفت»، «مصادیق دین در الگوی پیشرفت» و نیز «نقش بوم‌زیست بر الگوی توسعه»، توانسته است بر ساخت‌یابی الگوی توسعه در این کشور تاثیرگذار باشد و تلاش می کند که ارائه دهد. نتیجه‌گیری: به نظر می‌رسد رهبران اخوان در قطر در تلاش هستند تا الگویی از زیست مومنانه سازگار با مقتضیات زیست مدرن را به دیگر جوامع اسلامی ارائه داده و از این رو، قطر را به عنوان یک الگو در زمینه خوانش اسلام‌گرایانه معرفی نمایند و از این طریق به تسری‌یابندگی آن به دیگر نقاط جهان اسلام کمک نمایند.

investigating the impact of brotherhood islamism on the formation of a national development model in qatar (2011-2022)

objective: the kingdom of qatar is one of the leading islamic countries in the field of development, which has so far drafted two national development strategy documents for the period 2011-2016 and 2018-2022. on the other hand, given the growing influence of the muslim brotherhood on the structure of politics and power in this country, the purpose of this article is to provide an analytical answer to the question of how the brotherhood’s islamist model played a role in shaping qatar’s national development model.method: given that the muslim brotherhood in qatar has refused to publish many of its strategic documents and the brotherhood in qatar is in a position like a black box, therefore, the exploratory aspect of the article will be prominent. the article uses an analytical-descriptive method to provide a detailed description of how the brotherhood’s islamist reading influences the construction of a local model of development in qatar.results: the findings of the study indicate that the brotherhood thought in five areas: approach to religion, approach to progress, religious foundations of progress, examples of religion in the pattern of progress, and the role of ecology on the pattern of development is influential in building a model of development in this country and is trying to provide a model of bio-faith compatible with bio-modern requirements to other islamic societies.conclusion: it seems that the brotherhood leaders in qatar are trying to introduce qatar as a model in the field of islamist reading and thus help it to spread to other parts of the islamic world.
