چکیده
|
هدف: دونالد ترامپ، از زمان مبارزات انتخاباتی، برجام را توافقی فاجعه بار برای ایالات متحده معرفی کرده و پس از پیروزی در انتخابات ریاست جمهوری سال 2016 و راهیابی به کاخ سفید نیز باوجود تمدید تعلیق تحریم های ایران، این کشور را به نقض برجام متهم می کرد. برای ترامپ و تیم امنیت ملی وی، برجام توافقی ناقص بود که برنامه موشکی و سیاست منطقه ای ایران را در بر نمی گرفت. از این رو ایالات متحده، پس از خروج از برجام، با بازگرداندن تحریم های مرتبط با برنامه هسته ای و وضع تحریم های اضافه، درصدد اعمال فشار حداکثری بر ایران برآمد. با این توصیف، هدف پژوهش پیش رو، بررسی و تبیین این مساله است که نحوه عملکرد، سازو کار و اهداف سیاست فشارحداکثری ایالات متحده در دوره ترامپ، در قبال جمهوری اسلامی ایران چگونه بوده است. روش: روش پژوهش، کیفی از نوع تبیینِ علی بوده و روش گرد آوری داده های مورد نیاز، کتابخانه ای و همچنین از منابع مکتوب و فضای مجازی بهره گرفته شده است. یافته ها: بر پایه یافته های پژوهش، ایالات متحده در دوره ریاست جمهوری ترامپ، از طریق «امنیتی سازی» حداکثری بر آن بود تا با بازنمایی مجدد ایران به مثابه منبع عمده «تهدید» که این بار همه اقدامات ایران را در بر می گرفت و معرفی این اقدامات به عنوان تهدیدی علیه صلح و امنیت بین المللی، به اعمال فشار حداکثری علیه ایران بپردازد. به دیگر سخن، برای مشروعیت بخشی به سیاست فشار حداکثری علیه ایران، می بایست اقدامات ایران به عنوان تهدیدی بین المللی جلوه داده شود. بر این پایه، امنیتی سازی حداکثری ایالات متحده، سه محور بنیادین داشت که عبارت بود از: برنامه هسته ای، برنامه موشکی و سیاست منطقه ای ایران. نتیجه: با توجه به مواضع متفاوت و ناهمگون مخاطبان این سیاست، می توان گفت این واقعیت مورد توجه و تصدیق خود غرب نیز قرار گرفته که سیاست فشار حداکثری دولت ترامپ، در عمل شکست خورده و دیپلماسی و توافق بهترین روش در قبال ایران است.

Abstract
|
objective: since the election campaign, donald trump has introduced the jcpoa as a disastrous agreement for the united states, and after winning the 2016 presidential election and entering the white house, he accused the country of violating the jcpoa despite extending the suspension of sanctions on iran. for trump and his national security team, the jcpoa was an incomplete agreement that did not include iran’s missile program and regional policy. therefore, the united states, after withdrawing from the jcpoa, tried to exert maximum pressure on iran by restoring the sanctions related to the nuclear program and imposing additional sanctions. with this description, the aim of the leading research is to examine and explain the functioning, mechanism and goals of the maximum pressure policy of the united states during the trump era, towards the islamic republic of iran.method: the research method is a qualitative type of causal explanation and the method of collecting the required data is library as well as written sources and virtual space.results: based on the findings of the research, the united states during trump’s presidency, through maximum security aimed at re-representing iran as a major source of threat, which this time included all of iran’s actions and introducing these actions as a threat to international peace and security, to apply maximum pressure against iran. in other words, to legitimize the policy of maximum pressure against iran, iran’s actions should be presented as an international threat. based on this, the maximum security of the united states had three fundamental axes, which were: iran’s nuclear program, missile program, and regional policy.conclusion: considering the different and heterogeneous positions of the audience of this policy, it can be said that this fact has been noticed and acknowledged by the west itself that the maximum pressure policy of the trump administration has failed in practice and that diplomacy and agreement are the best way to deal with iran.
