جایگاه حقوق‌بشر در عملکرد سیاست‌خارجی اتّحادیه‌ی اروپایی (در قبال‌ روابط با ایران و اسرائیل)

هدف: بررسی تطبیقی میزان تعیین‌کنندگی مولفه‌ی حقوق‌بشر در جهت‌گیری‌های عملی سیاست‌خارجی اتّحادیه‌اروپایی در قبال ایران و اسرائیل هدف اصلی این پژوهش است.روش شناسی: این پژوهش بر اساس روش توصیفی-تحلیلی و با اتّکا به اسناد نهادهای مورد پذیرش اتّحادیه‌اروپایی در پی دستیابی به اهداف پژوهش برآمده است.یافته‌ها: یافته‌های پژوهش نشان می‌دهد که اتّحادیه‌اروپایی علی‌رغم داعیه‌داری دفاع از حقوق‌بشر‌‌،‌میان سیاست‌های اعلامی و اعمالی خویش دچار تعارض و تضاد می‌باشد و اتحادیه اروپایی در ارتباط با ایران از مقوله حقوق‌بشر به مثابه ابزاری جهت دستیابی به مقاصد سیاسی استفاده می نماید و در ارتباط با اسرائیل با وجود کثرت قطعنامه‌های حقوق‌بشری صادره توسط نهادهای بین‌المللی علیه اسرائیل‌‌،‌ همواره منافع اقتصادی‌‌، ‌امنیتی و توسعه و فناوری اهمیت داشته و حقوق‌بشر در عمل به محاق رفته است.نتیجه‌گیری: یکی از مولفه‌های تعیین‌کننده در روابط خارجی اتّحادیه‌اروپایی‌‌،‌ بر اساس سیاست‌های اعلامی آن‌‌، ‌پاسداشت حقوق‌بشر است. در پی تاسیس کمیسیون و سپس شورای حقوق‌بشر سازمان ملل متحد‌‌،‌اتّحادیه‌‌اروپایی حمایت رسمی و قاطع خود از این نهادهای حقوق‌بشری بین‌المللی را اعلام نمود و مصوّبات آن را معیار جهت‌گیری سیاست‌خارجی خود دانست. با این حال‌‌،‌ منافع مادی و ایدئولوژیک و راهبردی این اتّحادیه در قبال اسرائیل مانع از آن می‌شود که علی‌رغم قطعنامه‌های متعدد حقوق بشری‌‌،‌مواضع عملی سختی در قبال این کشور اتخاذ نماید و در مقابل در مقام اعمال فشار بر ایران برآید.

the position of human rights in the functioning of the european union’s foreign policy (in relation with iran and israel)

abstractobjective: the purpose of this article is to make a comparative study of the determinability of the human rights component in the practical orientations of the european union’s foreign policy towards iran and israel.method: this research is based on a descriptive-analytical method and relies on the documents of institutions accepted by the european union to achieve the objectives of the research.findings: research findings show that the european union defends human rights in spite of its claim, the declared policies and the actions they have are conflicting and the european union uses the category of human rights as a tool to achieve political goals in relation to iran and in connection with israel, despite the multitude of human rights resolutions issued by international institutions against israel, economic interests, security, development and technology have always been important, and human rights have been destroyed in practice.conclusion: one of the determining components in the external relations of the european union, according to its declared policies, is the protection of human rights. following the establishment of the commission and then the united nations human rights council, the european union declared its support for these international human rights bodies and considered the decisions of these bodies as a criterion for the direction of its foreign policy.however, the union’s material, ideological, and strategic interests in preventing it from taking tough practical positions toward israel, despite numerous human rights resolutions, and putting pressure on iran in return.
