چکیده
|
هدف: هدف این مقاله بررسی علل و ریشههای درونی استمرار بحران در کشور یمن است. درواقع، در این مقاله سعی شده است با استفاده از چارچوب نظری منازعهی طولانیمدت اجتماعی عوامل مختلف درونی در استمرار بحران در یمن مورد واکاوی قرار گیرد.روش: روش این مقاله از نوع تحلیلیتوصیفی بوده و با روش مذکور به تحلیل دادههای جمعآوریشده از منابع کتابخانهای و مقالات داخلی و خارجی پرداختهایم.یافتهها: یافتهها نشان میدهد که استمرار بحران در یمن باوجود نقش عوامل بینالمللی و منطقهای در آن، با مسائل درونی آن با محوریت مسئلهی هویت نیز مرتبط است. درواقع، عوامل مختلف داخلی چون تعارض شدید میان بازیگران هویتی در پرتو عدم پاسخ به نیازهای مادی و معنوی آنها توسط دولت و به تبع آن تقویت دولتی حامیپرور و قبیلهمحور در یمن قبل از بحران فعلی موجب تشدید تعارض میان گروهای هویتی و بازیگران داخلی شده و به تبع آن با کلید خوردن بحران و جنگ در جامعهی کمتر توسعهیافتهی یمن منازعهای طولانیمدت با محوریت مسائل هویتی در یمن موجب از هم گسیختگی جامعهی یمن شده و زمینه برای استمرار بحران در آن فراهم آمد.نتیجهگیری: به نظر میآید که موضوع استمرار بحران در یمن میتواند در قالب سه متغیر تشدید تعارضات هویتی، حاکم بودن دولتی اقتدارگرا و توسعهنیافتگی حاد در جامعه تعریف شود. در این قالب متغیر دولت اقتدارگرا بر دو متغیر دیگر تاثیر مستقیم میگذارد. درواقع، دولت اقتدارگرا هم با سیاستهای حمایتطلبانهی خود و عدم پاسخ به نیازهای هویتی دیگر بازیگران هویتی، تعارض میان بازیگران هویتی را تشدید میکند و هم با سیاستهای منفعتطلبانهی خود روند حرکت به سمت توسعه را خنثی میکند. درنتیجه در چنین جامعهای اگر بحران و یا یک جنگ ملی و بینالمللی به وقوع بپیوندد؛ فروکش کردن آن جنگ و بحران کار دشواری خواهد بود.

Abstract
|
Objective: The purpose of this article is to examine the internal causes and roots of the continuation of the crisis in Yemen. In fact, this article tries to analyze the various internal factors in the continuation of the crisis in Yemen using the theoretical framework of protracted social conflict.Method: The method of this article is analyticaldescriptive and with this method we have analyzed the data collected from library sources and articles. Results: The findings show that despite the role of international and regional factors in the continuation of the crisis in Yemen, various internal political, social and cultural factors have contributed to the prolongation of the crisis in Yemen. The continuation of the crisis in Yemen seems to be related to its internal issues and to the centrality of the identity issue. Indeed, various internal factors such as the intense conflict between identity actors under the government’s failure to respond to their material and spiritual needs and the consequent strengthening of a supportive and tribal government in Yemen before the current crisis exacerbated the conflict between identity groups and domestic actors. The start of the recent crisis and war as well as a longrunning conflict over identity issues in Yemen have caused the disintegration of Yemeni society and paved the way for the crisis to continue.Conclusion: It seems that the issue of the continuation of the crisis in Yemen can be defined in the form of three variables: the intensification of identity conflicts, the rule of an authoritarian state and the acute underdevelopment in Yemeni society. In this context, the variable of authoritarian government has a direct effect on the other two variables. In fact, the authoritarian state intensifies the conflict between identity actors both by its protectionist policies and by not responding to the identity needs of other identity actors, and by its utilitarian policies it neutralizes the process of moving towards development. As a result, in such a society, if a crisis or a national and international war occurs, it will be difficult to reduce that war and crisis.
