بررسی تحلیلی آینده سیاست‌های عربستان سعودی در قبال بحران سوریه، با تاکید بر رویکرد آینده‌پژوهی

هدف: پس از گذشت سال‌ها از شروع ناآرامی‌های سال 2011 در سوریه، بدون داشتن چشم‌اندازی شفاف از آینده تحولات در این کشور، امکان برنامه‌ریزی جهت مدیریت و اتمام این بحران وجود نخواهد داشت. در میان بازیگران متعدد و تاثیرگذار سطح منطقه‌ای، عربستان سعودی به سبب حضور پررنگ خود، از نخستین روزهای ناآرامی در سوریه و همچنین نفوذ نسبتاً زیاد بر سایر کنشگران منطقه‌ای و داخلی، از اهمیت فراوانی برخوردار است. این نوشتار کوشیده است، ضمن ارائه تحلیلی جامع از روند اقدامات و رویکردهای پیشین عربستان در قبال بحران سوریه، آینده سیاست‌های این کشور را در قبال بحران سوریه ترسیم کند و بر مبنای اصول حاکم بر آینده‌پژوهی، محتمل‌ترین سناریو را برای آینده رویکرد عربستان در سوریه بدست آورد.روش: پژوهش حاضر از روش توصیفی – تحلیلی، رویکرد آینده‌پژوهی و روش سناریوسازی برای بررسی موضوع بهره می‌برد و سیاست عربستان در قبال تحولات سوریه، علل و اهداف اتخاذ این سیاست‌ها را از این رهگذر مورد موشکافی قرار می‌دهد.یافته‌ها: سیاست‌های عربستان سعودی در قبال بحران سوریه، به عنوان یکی از عوامل اصلی تداوم این بحران در گذشته، حال حاضر و آینده شناسایی گردید.نتیجه‌گیری: این مقاله، با بررسی پیشران‌ها و عوامل بازدارنده موثر، ادامه روند تهاجمی فعلی که از طریق نوعی بازدارندگی شبکه‌ای دنبال می‌شود را به عنوان محتمل‌ترین سناریو برای آینده سیاست‌های عربستان در قبال بحران سوریه معرفی می‌کند.

An Analytical Review of the Future of Saudi Arabia’s Policies in Relation to the Syrian Crisis, with Emphasis on Futures Studies Approach

Objective: Years after the outbreak of 2011 unrests in Syria and without a clear vision of the future of developments in this country, it will not be possible to plan for managing and ending this crisis. Among many various influential actors at the regional level, Saudi Arabia has had a great importance due to its strong presence since the very first days of the unrests in Syria as well as its relatively large influence on other regional and domestic actors. This article tries to provide a comprehensive analysis of the course of Saudi Arabia’s previous actions and approaches in the Syrian crisis and to show future of Saudi policies towards the crisis. The article will then tries to offer most probable scenarios for the future of Saudi Arabian policies based on the principles of future studies.Method: The present study employs descriptiveanalytical method, futures studies approach and scenariomaking method to study and examine the issue. Taking advantages of these approaches and methods, the article scrutinizes Saudi policies in Syrian crisis as well as reasons and objectives behind each of which.Findings: Saudi Arabia’s policies towards the Syrian crisis have been identified as a crucial factor in continuation of this crisis in the past, present and future.Conclusion: Taking all factors and effective deterrents into account, this article introduces continuation of the current offensive policy pursued by a kind of network deterrence as the most probable scenario for the future of Saudi policies in the Syrian crisis.
